Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
VII
of
the
Constitution
of
the
State
of
Iowa
is
3
amended
by
adding
the
following
new
section:
4
Construction,
maintenance,
and
supervision
of
the
public
5
highways.
SEC.
11.
The
fund
created
by
the
general
assembly
6
for
the
construction,
maintenance,
and
supervision
of
the
7
public
highways
shall
be
annually
credited
from
the
general
8
fund
of
the
state
with
an
amount
equal
to
three
percent
of
the
9
revenues
deposited
in
the
general
fund
of
the
state
in
the
10
previous
fiscal
year.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
12
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
13
to
the
general
assembly
to
be
chosen
at
the
next
general
14
election
for
members
of
the
general
assembly,
and
the
secretary
15
of
state
is
directed
to
cause
the
proposed
amendment
to
be
16
published
for
three
consecutive
months
previous
to
the
date
of
17
that
election
as
provided
by
law.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
22
Constitution
of
the
State
of
Iowa
relating
to
funding
for
23
the
construction,
maintenance,
and
supervision
of
the
public
24
highways
with
moneys
from
the
general
fund
of
the
state.

The
joint
resolution
provides
that
the
fund
created
by
26
the
general
assembly
for
the
construction,
maintenance,
and
27
supervision
of
the
public
highways
shall
be
annually
credited
28
from
the
general
fund
of
the
state
with
an
amount
equal
to
3
29
percent
of
the
revenues
deposited
in
the
general
fund
of
the
30
state
in
the
previous
fiscal
year.

The
joint
resolution,
if
adopted,
would
be
published
and
32
then
referred
to
the
next
general
assembly
(87th)
for
adoption
33
a
second
time,
before
being
submitted
to
the
electorate
for

ratification.
