Section
1.
CHILD
CARE
PROVIDER
REIMBURSEMENT
1
WORKGROUP.
The
department
of
human
services
shall
establish
2
a
child
care
assistance
provider
reimbursement
workgroup
of
3
stakeholders
to
study
and
make
recommendations
relating
to
the
4
establishment
of
a
tiered
reimbursement
program
that
links
the
5
level
of
payment
for
subsidized
child
care
to
the
voluntary
6
child
care
quality
rating
system
implemented
by
the
department
7
pursuant
to
section
237A.30
and
that
is
consistent
with
the
8
provisions
of
the
federal
Child
Care
and
Development
Block
9
Grant
Act
of
2014.
The
membership
of
the
workgroup
shall
10
include
child
care
professionals,
representatives
of
certified
11
child
development
homes,
and
representatives
of
certified
child
12
care
centers,
in
both
rural
and
urban
areas,
and
may
include
13
additional
stakeholders
designated
by
the
department.
The
14
workgroup
shall
submit
a
report
and
make
recommendations
to
the
15
governor
and
the
general
assembly
by
December
1,
2015.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

The
bill
directs
the
department
of
human
services
to
20
establish
a
child
care
assistance
provider
reimbursement
21
workgroup
of
stakeholders
to
study
and
make
recommendations
22
relating
to
the
establishment
of
a
tiered
reimbursement
program
23
that
links
the
level
of
payment
for
subsidized
child
care
to
24
the
voluntary
child
care
quality
rating
system
and
that
is
25
consistent
with
the
provisions
of
the
federal
Child
Care
and
26
Development
Block
Grant
Act
of
2014.
The
bill
specifies
the
27
membership
of
the
workgroup
and
requires
the
workgroup
to
28
submit
a
report
and
make
recommendations
to
the
governor
and
29
the
general
assembly
by
December
1,
2015.
