S.F. 358 Section 1. Section 216B.2, Code 2015, is amended to read as 1 follows: 2 216B.2 Commission created. 3 1. The commission for the blind is established consisting 4 of three five members appointed by the governor, subject to 5 confirmation by the senate. At least three members of the 6 commission shall be persons who are blind, at least one member, 7 but not more than two members, shall be a representative of the 8 Iowa council of the united blind, and at least one member, but 9 not more than two members, shall be a representative of the 10 national federation of the blind of Iowa. 11 2. Members of the commission shall serve three-year terms 12 beginning and ending as provided in section 69.19 . The 13 commission shall adopt rules concerning programs and services 14 for blind persons provided under this chapter . 15 3. Commission members shall be reimbursed for actual 16 expenses incurred in performance of their duties. Members may 17 also be eligible to receive compensation as provided in section 18 7E.6 . The members of the commission shall appoint officers for 19 the commission. A majority of the members of the commission 20 shall constitute a quorum. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill increases the number of members on the commission 25 for the blind from three to five. In addition, the bill 26 provides that of the five members, at least three members shall 27 be blind, at least one member, but not more than two members, 28 shall be a representative of the Iowa council of the united 29 blind, and at least one member, but not more than two members, 30 shall be a representative of the national federation of the 31 blind of Iowa. 32 -1- LSB 2240XS (4) 86 ec/nh 1/ 1
