through
grade
twelve
instruction.

NEW
SECTION
.
103A.8D
Safety
enhancements
for
new
6
schools.
7
1.
The
commissioner,
after
consulting
with
and
receiving
8
recommendations
from
the
state
board
of
education,
shall
9
adopt
rules
pursuant
to
chapter
17A
specifying
standards
and
10
requirements
for
threat
detection
and
response
for
design
and
11
construction
of
public
and
nonpublic
school
buildings
used
for
12
kindergarten
through
grade
twelve
instruction.
The
standards
13
and
requirements
shall
be
incorporated
into
the
state
building
14
code
adopted
in
section
103A.7.
The
standards
and
requirements
15
shall
include
design
provisions
to
enhance
the
overall
safety
16
and
well-being
of
students
and
staff,
including
but
not
limited
17
to
the
following
safety
enhancements:
18
a.
Surveillance
video.
19
b.
Entry
way
metal
detectors.
20
c.
Direct
entrance
and
exit
routes
located
within
a
21
classroom,
which
can
only
be
accessed
from
inside
that
22
classroom.
23
d.
An
effective
means
of
communication
between
classrooms
24
and
administrative
offices.
25
e.
A
real-time
notification
device
located
within
a
26
classroom,
such
as
a
panic
button,
to
alert
local
area
law
27
enforcement
when
a
staff
member
encounters
a
dangerous
28
situation.
29
f.
A
means
of
threat
containment,
which
may
include
the
30
ability
to
lock
down
the
portion
of
a
building
wherein
a
threat
31
has
been
identified.

The
rules
shall
require
public
and
nonpublic
school

buildings
used
for
kindergarten
through
grade
twelve

instruction
to
include
at
least
two
of
the
safety
enhancements

standards
shall
also

permit
such
a
building
to
include
more
than

The
commissioner
shall
require
compliance
with
the
rules

adopted
pursuant
to
this
section
for
construction
of
public
and

nonpublic
school
buildings
used
for
kindergarten
through
grade

twelve
instruction
commenced
on
or
after
July
1,
2016.

256.7,
Code
2015,
is
amended
by
adding
the

in
section

103A.8D.

4.
IMPLEMENTATION
OF
ACT.
Section
25B.2,
subsection
16
3,
shall
not
apply
to
this
Act.

EXPLANATION
18
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
19
the
explanation’s
substance
by
the
members
of
the
general
assembly.
20
This
bill
requires
the
state
building
commissioner,
after
21
consulting
with
and
receiving
recommendations
from
the
state
22
board
of
education,
to
adopt
rules
specifying
standards
and
23
requirements
for
threat
detection
and
response
for
design
and
24
construction
of
public
and
nonpublic
school
buildings
used
for
25
kindergarten
through
grade
12
instruction.
The
standards
and
26
requirements
shall
be
incorporated
into
the
state
building
27
code.
The
standards
and
requirements
shall
include
design
28
provisions
to
enhance
the
overall
safety
and
well-being
of
29
students
and
staff,
including
certain
safety
enhancements.
30
Safety
enhancements
described
in
the
bill
include
but
are
31
not
limited
to
surveillance
video;
entry
way
metal
detectors;
32
direct
entrance
and
exit
routes
located
within
a
classroom,
33
which
can
only
be
accessed
from
inside
that
classroom;
an
34
effective
means
of
communication
between
classrooms
and
35

administrative
offices;
a
real-time
notification
device
located
1
within
a
classroom,
such
as
a

button;
and
a
means
of

threat
containment,
which
may
include
the
ability

The
rules
shall
require
public
and
nonpublic
school
5
buildings
used
for
kindergarten
through
grade
12
instruction
to
6
include
at
least
two
of
the
safety
enhancements
described
in
7
the
bill
and
expressly
permit
such
a
building
to
include
more
8
than
two
such
enhancements.

The
commissioner
shall
require
compliance
with
the
rules
10
adopted
pursuant
to
the
bill
for
construction
of
public
and
11
nonpublic
school
buildings
used
for
kindergarten
through
grade
12
12
instruction
commenced
on
or
after
July
1,
2016.

The
bill
may
include
a
state
mandate
as
defined
in
Code
14
section
25B.3.
The
bill
makes
inapplicable
Code
section
25B.2,
15
subsection
3,
which
would
relieve
a
political
subdivision
from
16
complying
with
a
state
mandate
if
funding
for
the
cost
of
17
the
state
mandate
is
not
provided
or
specified.
Therefore,
18
political
subdivisions
are
required
to
comply
with
any
state
19
mandate
included
in
the
bill.
