S.F. 154 Section 1. Section 256.7, subsection 32, paragraph b, Code 1 2015, is amended by striking the paragraph. 2 Sec. 2. Section 282.18, subsection 1, Code 2015, is amended 3 by adding the following new paragraph: 4 NEW PARAGRAPH . c. For the school year commencing July 5 1, 2015, and each succeeding school year, a student, whose 6 parent or guardian resides in a school district and meets 7 the requirements of this section, may participate in open 8 enrollment in order to receive educational instruction 9 and course content delivered primarily over the internet 10 from a school district organized under chapter 274 that 11 is implementing a high-quality online learning program in 12 accordance with section 256.43. 13 EXPLANATION 14 The inclusion of this explanation does not constitute agreement with 15 the explanation’s substance by the members of the general assembly. 16 This bill authorizes a student, whose parent or guardian 17 meets the requirements of Code section 282.18, to participate 18 in open enrollment in order to receive educational instruction 19 and course content delivered primarily over the internet from 20 a school district that is implementing a high-quality online 21 learning program in accordance with Code section 256.43. 22 The bill eliminates a provision that directs the state board 23 of education to adopt rules prohibiting the open enrollment of 24 students whose educational instruction and course content are 25 delivered primarily over the internet. 26 -1- LSB 1462XS (3) 86 kh/rj 1/ 1
