S.F. 119 Section 1. SALE OR LEASE OF IOWA COMMUNICATIONS 1 NETWORK. The Iowa telecommunications and technology commission 2 shall implement a request for proposals process to sell 3 or lease the Iowa communications network. The request for 4 proposals shall provide for the sale to be concluded or the 5 lease to commence during the fiscal year beginning July 1, 6 2015. The commission shall condition the sale or lease of the 7 Iowa communications network with terms that will allow existing 8 authorized users of the network to continue such use at a 9 lower overall long-term cost when compared to the anticipated 10 operation and maintenance costs if state ownership and control 11 were to continue. The commission shall submit periodic status 12 reports to the general assembly at three-month intervals, 13 beginning on October 1, 2015, regarding progress made toward 14 selling or leasing the network. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill directs the Iowa telecommunications and technology 19 commission to implement a request for proposals process to sell 20 or lease the Iowa communications network, with the sale to be 21 concluded or lease to commence during the fiscal year beginning 22 July 1, 2015. The bill specifies that the sale or lease must 23 allow existing authorized users of the network to continue 24 use at a lower overall long-term cost when compared to the 25 anticipated operation and maintenance costs if state ownership 26 and control were to continue.
