Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
VII
of
the
Constitution
of
the
State
of
Iowa
is
3
amended
by
adopting
the
following
new
section:

School
infrastructure
revenues.
SEC.
11.
Beginning
July
1,
5
2019,
all
revenue
derived
from
the
increase
in
the
state
sales
6
or
use
tax
rate
from
five
to
six
percent
as
established
in
2008
7
Iowa
Acts,
chapter
1134,
and
until
December
31,
2029,
or
a
8
later
date
established
by
law,
shall
be
used
exclusively
for
9
purposes
of
funding
school
district
infrastructure
needs
or
for
10
providing
school
district
property
tax
relief
as
the
general
11
assembly
may
provide
by
law.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
13
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
14
to
the
general
assembly
to
be
chosen
at
the
next
general
15
election
for
members
of
the
general
assembly,
and
the
secretary
16
of
state
is
directed
to
cause
the
proposed
amendment
to
be
17
published
for
three
consecutive
months
previous
to
the
date
of
18
the
election
as
provided
by
law.

EXPLANATION
20
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
21
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
23
Constitution
of
the
State
of
Iowa.
The
amendment
provides
that
24
beginning
July
1,
2919,
all
revenue
derived
from
the
increase
25
in
the
state
sales
or
use
tax
rate
from
5
to
6
percent
as
26
established
in
2008
Iowa
Acts,
chapter
1134,
and
until
December
27
31,
2029,
or
a
later
date
established
by
law,
shall
be
used
28
exclusively
for
funding
school
district
infrastructure
needs
or
29
for
providing
school
district
property
tax
relief
as
general
30
assembly
may
provide
by
law.

The
resolution,
if
adopted,
will
be
referred
to
the
next
32
general
assembly.
If
the
next
general
assembly
adopts
the

resolution,
the
amendment
will
be
submitted
to
the
voters
for
34
ratification.
