general
assembly
finds
and
declares
in
this
bill
that
the

leading
moral
precept
for
a
civil
society
has
been
expressed
by

is

called

golden
rule,
which
generally
states
that
one
should

treat
others
as
one
wants
to
be
treated.
The
bill
also
cites
