H.F. 64 Section 1. SCHOOL DISTRICT PER PUPIL EXPENDITURE 1 EXAMINATION —— REPORT. 2 1. The department of education shall examine and analyze 3 the per pupil expenditures by school districts in the areas 4 of math, English-language arts, science, reading, social 5 studies, vocational education, foreign language, visual 6 arts, music, library services, student counseling, physical 7 education, extracurricular activities, and consumer sciences. 8 The department’s examination and analysis shall include a 9 comparison of per pupil expenditures based upon differences 10 in school district enrollments and a comparison of per pupil 11 expenditures between rural school districts and urban school 12 districts. 13 2. The department may retain a consultant to assist in 14 the examination and analysis required under this section and 15 to assist in preparing the report required under subsection 16 3. For the fiscal year beginning July 1, 2015, there is 17 appropriated from the general fund of the state to the 18 department of education an amount necessary, but not more than 19 fifty thousand dollars, for purposes of retaining a consultant 20 for the purposes of this section. 21 3. The department of education shall submit a report with 22 findings and recommendations to the general assembly on or 23 before January 1, 2016. 24 EXPLANATION 25 The inclusion of this explanation does not constitute agreement with 26 the explanation’s substance by the members of the general assembly. 27 This bill requires the department of education to examine 28 and analyze the per pupil expenditures by school districts in 29 specified curricular and extracurricular areas. 30 The bill requires the department’s examination and analysis 31 to include a comparison of per pupil expenditures based upon 32 differences in school district enrollments and a comparison of 33 per pupil expenditures between rural school districts and urban 34 school districts. 35 -1- LSB 1582YH (2) 86 md/sc 1/ 2
