H.F. 605 Section 1. NEW SECTION . 2.57 Reading of correctional impact 1 statement prior to debate. 2 When a bill is called up for debate for the first time in 3 either house, the chief clerk of the house or the secretary 4 of the senate, shall read any attached correctional impact 5 statement including any impact of the legislation on 6 minorities, even if the statement concludes that no impact 7 could be determined. 8 Sec. 2. Section 216A.133A, subsection 3, Code 2015, is 9 amended by adding the following new paragraph: 10 NEW PARAGRAPH . e. Reviewing bills to which a correctional 11 impact statement was attached and which were enacted during the 12 previous legislative session. 13 Sec. 3. Section 216A.133A, subsection 5, Code 2015, is 14 amended to read as follows: 15 5. a. The board shall report to the general assembly’s 16 standing committees on government oversight all sources of 17 funding by December 1 of each year. 18 b. The board shall report the findings of the review 19 conducted pursuant to subsection 3, paragraph “e” , to the 20 standing committees on judiciary and public safety and to the 21 joint appropriations subcommittee on the justice system by 22 December 1 of each year. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This bill relates to debating and reviewing legislation to 27 which a correctional impact statement is attached. 28 When a bill is called up for debate for the first time in 29 either house, the bill requires the chief clerk of the house 30 or the secretary of the senate, to read the correctional 31 impact statement including the impact of the legislation on 32 minorities, even if the statement concludes that no impact 33 could be determined. 34 The bill requires the public safety advisory board to review 35 -1- LSB 2442YH (4) 86 jm/rj 1/ 2
