The
utilities
board
of
the
utilities
division
of
the

department
of
commerce,
in
consultation
with
the
economic

development
authority,
shall
conduct
a
study
to
determine
5
effective
strategies
for
expanding
alternate
energy
production
6
in
this
state.
Strategies
may
include
but
are
not
limited
7
to
additional
tax
credits
or
modification
of
the
level
of
or
8
duration
of
existing
tax
credits,
expedited
approval
and
sample
9
interconnection
agreements,
and
the
development
or
expansion
of
10
grant
and
loan
programs
designed
to
facilitate
alternate
energy
11
production.

The
board
shall
submit
recommendations
resulting
from
13
the
study
to
the
members
of
the
general
assembly
by
January
1,

2016.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
directs
the
Iowa
utilities
board,
in
consultation
19
with
the
economic
development
authority,
to
conduct
a
study
to
20
determine
effective
strategies
for
expanding
alternate
energy
21
production
in
this
state.
The
bill
states
that
strategies
22
may
include
but
are
not
limited
to
additional
tax
credits
23
or
modification
of
the

of
or
duration
of
existing

tax
credits,
expedited
approval
and
sample
interconnection

agreements,
and
the
development
or
expansion
of
grant
and
