Section
1.
Section
321.194,
subsection
1,
paragraph
1
a,
subparagraph
(1),
Code
2015,
is
amended
by
striking
the
2
subparagraph
and
inserting
in
lieu
thereof
the
following:

(1)
During
the
hours
of
5:00
a.m.
to
10:00
p.m.
over
the
4
most
direct
and
accessible
route
between
any
of
the
following:

(a)
The
licensee’s
residence
and
schools
of
enrollment.

(b)
The
licensee’s
residence
and
the
closest
school
bus
stop
7
or
stop
for
a
public
transportation
service.
8
(c)
The
licensee’s
schools
of
enrollment,
for
the
purpose
9
of
attending
duly
scheduled
courses
of
instruction
and
10
extracurricular
activities
within
the
school
district.
11
(d)
The
licensee’s
residence
or
schools
of
enrollment
and
12
any
other
location
within
the
licensee’s
school
district,
for
13
the
purpose
of
participating
in
an
extracurricular
activity
14
recognized
by
an
organization
registered
with
the
department
of
15
education
for
the
purposes
of
extracurricular
interscholastic
16
competition.
If
the
extracurricular
activity
is
conducted
17
under
a
sharing
agreement
between
the
licensee’s
school
of
18
enrollment
and
a
school
in
a
contiguous
school
district,
the
19
licensee
may
also
travel
to
any
location
within
the
contiguous
20
school
district
for
the
purpose
of
participating
in
the
21
extracurricular
activity.

is
amended
by
striking
the

subparagraph.

read
as

This
bill
relates
to
the
use
of
special
minors’
driver’s
3
licenses
to
travel
to
extracurricular
activities
not
held
at
a
4
school.

Current
law
provides
that
during
the
hours
of
5:00
a.m.
to
6
10:00
p.m.,
a
licensee
may
travel
from
the
licensee’s
residence
7
or
school
of
enrollment
to
another
school
for
the
purpose
of
8
participating
in
extracurricular
activities
conducted
under
a
9
sharing
agreement
with
the
licensee’s
school
of
enrollment.

The
bill
reorganizes
the
structure
of
the
Code
provision
11
to
enhance
readability.
In
addition,
the
bill
expands
the
12
provision
to
allow
a
licensee
to
travel
to
any
location
within
13
the
licensee’s
school
district
at
which
an
extracurricular
14
activity
is
being
held
for
the
purpose
of
participating
in
15
the
activity.
If
the
extracurricular
activity
is
conducted
16
under
a
sharing
agreement
between
the
licensee’s
school
of
17
enrollment
and
a
school
in
a
contiguous
school
district,
the
18
licensee
may
also
travel
to
any
location
within
the
contiguous
19
school
district
for
the
purpose
of
participating
in
the
20
extracurricular
activity.

The
bill
also
expands
the
provision
to
include
all
22
extracurricular
activities
recognized
by
organizations
23
registered
with
the
department
of
education
for
the
purposes
24
of
extracurricular
interscholastic
competition.
Those
25
organizations
currently
include
the
Iowa
high
school
athletic
26
association,
the
Iowa
girls’
high
school
athletic
union,
the
27
Iowa
high
school
music
association,
the
Iowa
high
school
speech
28
association,
and
the
unified
Iowa
high
school
activities
29
federation.
