H.F. 517 Section 1. Section 256A.3, subsection 5, Code 2015, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . c. Each member of the teaching staff 3 employed to provide educational services for at-risk 4 three-year-old and four-year-old children by a child care 5 program receiving a grant under this subsection shall have 6 a minimum of a baccalaureate degree in early childhood 7 education, child development, elementary education, or early 8 childhood special education which encompasses child development 9 and learning of children from birth through kindergarten; 10 family and community relationships; observing, documenting, 11 and assessing young children; teaching and learning; and 12 professional practices and development. The child care program 13 shall also annually make available, and require each member 14 of the teaching staff to complete, at least fifteen hours of 15 professional development opportunities. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 This bill requires each member of the teaching staff 20 employed to provide educational services to at-risk 21 three-year-old and four-year-old children by a child 22 care program receiving a grant from the child development 23 coordinating council to have a minimum of a baccalaureate 24 degree in early childhood education, child development, 25 elementary education, or early childhood special education. 26 The child care program must also annually make available at 27 least 15 hours of professional development opportunities and 28 require each member of the teaching staff to complete such 29 professional development. 30 -1- LSB 2249YH (2) 86 kh/nh 1/ 1
