1.
NEW
SECTION
.
2.57
Population
impact
statements.
1
1.
Prior
to
debate
on
the
floor
of
a
chamber
of
the
general
2
assembly
and
pursuant
to
a
request
as
provided
in
subsection
3
2,
a
population
impact
statement
shall
be
attached
to
any
4
bill,
joint
resolution,
or
amendment
which
proposes
a
change
5
in
the
law
that
creates
or
may
create
a
disproportionate
or
6
unique
impact
on
a
segment
of
the
population
of
this
state.

The
statement
shall
be
factual
and
shall,
if
possible,
provide
8
a
reasonable
estimate
of
both
the
immediate
effect
and
the
9
long-range
impact
on
the
segment
of
the
population
identified
10
in
the
statement.

2.
When
a
committee
of
the
general
assembly
reports
a
bill,
12
joint
resolution,
or
amendment
to
the
floor,
the
chairperson
of
13
the
committee,
or
at
least
one-fifth
of
the
committee
members,
14
may
submit
a
written
request
to
the
legislative
services
agency
15
to
prepare
a
population
impact
statement
as
provided
in
this
16
section.

3.
The
legislative
services
agency
shall
cause
to
be
18
prepared
a
population
impact
statement
within
a
reasonable
19
time
after
receiving
a
request
as
provided
in
subsection
2.
20
All
population
impact
statements
approved
by
the
legislative
21
services
agency
shall
be
transmitted
immediately
to
either
the
22
chief
clerk
of
the
house
or
the
secretary
of
the
senate,
after
23
notifying
the
sponsor
of
the
legislation
that
the
statement
has
24
been
prepared
for
publication.
The
chief
clerk
of
the
house
25
or
the
secretary
of
the
senate
shall
attach
the
statement
to
26
the
bill,
joint
resolution,
or
amendment
affected
as
soon
as
it
27
is
available.

4.
The
legislative
services
agency
may
request
the
29
cooperation
of
any
state
department
or
agency
or
political
30
subdivision
in
preparing
a
population
impact
statement.

5.
A
revised
population
impact
statement
shall
be
prepared
32
if
the
population
impact
has
been
changed
by
the
adoption
of
33
an
amendment,
and
may
be
requested
as
provided
in
subsection
34

or
be
prepared
upon
a
determination
made
by
the
legislative

agency.
However,
a
request
for
a
revised
population

impact
statement
shall
not
delay
action
on
the
bill,
joint
2
resolution,
or
amendment
unless
so
ordered
by
the
presiding

officer
of
the
chamber.

amended

read
as
follows:

Performance
of
the
duties
pertaining
to
the
preparation

of
correctional
impact
statements
as
provided
in
section
2.56

and
population
impact
statements
as
provided
in
section
2.57
.

EXPLANATION
10
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
11
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
legislative
services
agency
to
attach
13
a
population
impact
statement
to
a
bill,
joint
resolution,
or
14
amendment
which
proposes
a
change
in
the
law
which
creates
15
a
disproportionate
or
unique
impact
on
a
segment
of
the
16
population
of
this
state
if
the
chairperson
of
the
applicable
17
committee,
or
at
least
one-fifth
of
the
committee
members,
so
18
request.
The
bill
establishes
the
procedure
for
requesting,
19
preparing,
and
modifying,
if
necessary,
a
population
impact
20
statement.
