H.F. 320 Section 1. Section 257.11, Code 2015, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 7A. School district per pupil transportation 3 cost. 4 a. In order to provide additional funds for school districts 5 with district transportation costs per pupil in excess of 6 the state average transportation costs per pupil, as those 7 amounts are determined under section 257.31, subsection 17, 8 a supplementary weighting plan for determining enrollment is 9 adopted. 10 b. A supplementary weighting amount per pupil as determined 11 under paragraph “c” shall be assigned to each pupil included 12 in the budget enrollment of a school district that meets the 13 requirement of paragraph “a” . 14 c. For each budget year beginning on or after July 1, 15 2015, the supplementary weighting amounts assigned under this 16 subsection are as follows: 17 (1) For a school district that has district transportation 18 costs per pupil in excess of the state average transportation 19 costs per pupil, but equal to or less than the sum of the 20 state average transportation costs per pupil plus one hundred 21 dollars, one hundredth per pupil. 22 (2) For a school district that has district transportation 23 costs per pupil in excess of the sum of the state average 24 transportation costs per pupil plus one hundred dollars, but 25 less than the sum of the state average transportation costs per 26 pupil plus two hundred dollars, two hundredths per pupil. 27 (3) For a school district that has district transportation 28 costs per pupil equal to or in excess of the sum of the state 29 average transportation costs per pupil plus two hundred 30 dollars, three hundredths per pupil. 31 d. Eligibility for supplementary weighting under this 32 subsection shall not affect a school district’s eligibility for 33 transportation assistance under section 257.31, subsection 17. 34 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 35 -1- LSB 2256YH (3) 86 md/sc 1/ 2
H.F. 320 immediate importance, takes effect upon enactment. 1 EXPLANATION 2 The inclusion of this explanation does not constitute agreement with 3 the explanation’s substance by the members of the general assembly. 4 This bill establishes a supplementary weighting plan for 5 those school districts with district transportation costs per 6 pupil in excess of the state average transportation costs per 7 pupil. 8 For each budget year beginning on or after July 1, 2015, 9 the supplementary weighting amounts per pupil assigned under 10 the bill are as follows: (1) For a school district that has 11 district transportation costs per pupil in excess of the state 12 average transportation costs per pupil, but equal to or less 13 than the sum of the state average transportation costs per 14 pupil plus $100, 0.01 per pupil; (2) For a school district 15 that has district transportation costs per pupil in excess 16 of the sum of the state average transportation costs per 17 pupil plus $100, but less than the sum of the state average 18 transportation costs per pupil plus $200, 0.02 per pupil; (3) 19 For a school district that has a district transportation costs 20 per pupil equal to or in excess of the sum of the state average 21 transportation costs per pupil plus $200, 0.03 per pupil. 22 The bill provides that eligibility for supplementary 23 weighting under the bill does not affect a school district’s 24 eligibility for transportation assistance from the school 25 budget review committee under Code section 257.31(17). 26 The bill takes effect upon enactment. 27 -2- LSB 2256YH (3) 86 md/sc 2/ 2
