H.F. 31 Section 1. Section 157.1, Code 2015, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 01. “African-style hair braiding” means a 3 method of natural hair care consisting of braiding, locking, 4 twisting, weaving, cornrowing, or otherwise physically 5 manipulating hair without the use of chemicals to alter 6 the hair’s physical characteristics that incorporates both 7 traditional and modern styling techniques. 8 Sec. 2. Section 157.1, subsection 5, paragraph a, Code 2015, 9 is amended to read as follows: 10 a. Arranging, braiding, dressing, curling, waving, press 11 and curl hair straightening, shampooing, cutting, singeing, 12 bleaching, coloring, or similar works, upon the hair of any 13 person, or upon a wig or hairpiece when done in conjunction 14 with haircutting or hairstyling by any means. “Cosmetology” 15 does not include African-style hair braiding. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 Generally, a person practicing cosmetology on a more than 20 casual basis, regardless of whether the person is compensated, 21 is required to be licensed with the board of cosmetology arts 22 and sciences.
