157.1,
Code
2015,
is
amended
by
adding

the
following
new
subsection:

NEW
SUBSECTION
.
01.
“African-style
hair
braiding”
means
a
3
method
of
natural
hair
care
consisting
of
braiding,
locking,
4
twisting,
weaving,
cornrowing,
or
otherwise
physically
5
manipulating
hair
without
the
use
of
chemicals
to
alter
6
the
hair’s
physical
characteristics
that
incorporates
both
7
traditional
and
modern
styling
techniques.

subsection
5,
paragraph
a,
Code
2015,

is
amended
to
read
as
follows:

a.
Arranging,
braiding,
dressing,
curling,
waving,
press
11
and
curl
hair
straightening,
shampooing,
cutting,
singeing,
12
bleaching,
coloring,
or
similar
works,
upon
the
hair
of
any
13
person,
or
upon
a
wig
or
hairpiece
when
done
in
conjunction
14
with
haircutting
or
hairstyling
by
any
means.
“Cosmetology”
15
does
not
include
African-style
hair
braiding.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
18
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Generally,
a
person
practicing
cosmetology
on
a
more
than
20
casual
basis,
regardless
of
whether
the
person
is
compensated,
21
is
required
to
be
licensed
with
the
board
of
cosmetology
arts
22
and
sciences.
This
bill
defines
“African-style
hair
braiding”
23
and
exempts
it
from
the
definition
of
cosmetology
in
Code
24
chapter
157.
