H.F. 303 Section 1. Section 321.24, subsection 10, Code 2015, is 1 amended to read as follows: 2 10. A vehicle shall be registered for the registration 3 year. A vehicle registered for the first time in this state 4 shall be registered for the remaining unexpired months of the 5 registration year and pay an annual registration fee prorated 6 for the remaining days in the current unexpired month of the 7 registration year and for the remaining unexpired months of 8 the registration year after the current unexpired month, plus 9 a fee for new registration if applicable pursuant to section 10 321.105A . Except for a vehicle registered under chapter 326 , a 11 vehicle registered for the first time during the eleventh month 12 of the owner’s registration year may be registered for the 13 remaining unexpired months of the registration year as provided 14 in this subsection or for the remaining unexpired months of 15 the registration year and for the next registration year, upon 16 payment of the applicable registration fees. 17 Sec. 2. Section 321.46, subsection 2, Code 2015, is amended 18 to read as follows: 19 2. Upon filing the application for a new registration and 20 a new title, the applicant shall pay a title fee of twenty 21 dollars, an annual registration fee prorated for the remaining 22 days in the current unexpired month of the registration year 23 and for the remaining unexpired months of the registration 24 year after the current unexpired month , and a fee for new 25 registration if applicable. A manufacturer applying for a 26 certificate of title pursuant to section 322G.12 shall pay a 27 title fee of ten dollars. However, a title fee shall not be 28 charged to a manufactured or mobile home retailer applying for 29 a certificate of title for a used mobile home or manufactured 30 home, titled in Iowa, as required under section 321.45, 31 subsection 4 . The county treasurer, if satisfied of the 32 genuineness and regularity of the application, and in the case 33 of a mobile home or manufactured home, that taxes are not owing 34 under chapter 435 , and that applicant has complied with all the 35 -1- LSB 1850YH (2) 86 ns/nh 1/ 2

H.F. 303 requirements of this chapter , shall issue a new certificate 1 of title and, except for a mobile home, manufactured home, 2 or a vehicle returned to and accepted by a manufacturer as 3 described in section 322G.12 , a registration card to the 4 purchaser or transferee, shall cancel the prior registration 5 for the vehicle, and shall forward the necessary copies to the 6 department on the date of issuance, as prescribed in section 7 321.24 . Mobile homes or manufactured homes titled under 8 chapter 448 that have been subject under section 446.18 to a 9 public bidder sale in a county shall be titled in the county’s 10 name, with no fee, and the county treasurer shall issue the 11 title. 12 EXPLANATION 13 The inclusion of this explanation does not constitute agreement with 14 the explanation’s substance by the members of the general assembly. 15 Current law provides that a motor vehicle registered for 16 the first time or registered after a transfer of ownership 17 shall be registered for the remaining unexpired months of the 18 registration year and pay an annual registration fee prorated 19 for the remaining unexpired months of the registration year. 20 This bill provides that the annual registration fee shall be 21 prorated for the remaining days in the current unexpired month 22 of the registration year and for the remaining unexpired months 23 of the registration year after the current unexpired month. 24 -2- LSB 1850YH (2) 86 ns/nh 2/ 2
