Outreach,
awareness,
and

training
programs.

The
crime
victim
assistance
division
of
the
department
of
3
justice,
in
cooperation
with
other
governmental
agencies
and
4
nongovernmental
or
community
organizations,
shall
develop
and
5
conduct
outreach,
public
awareness,
and
training
programs
for
6
the
general
public,
law
enforcement
agencies,
first
responders,
7
potential
victims,
and
persons
conducting
or
regularly
dealing
8
with
businesses
or
other
ventures
that
have
a
high
statistical
9
incidence
of
debt
bondage
or
forced
labor
or
services.
The
10
programs
shall
train
participants
to
recognize
and
report
11
incidents
of
human
trafficking
and
to
suppress
the
demand
that
12
fosters
exploitation
of
persons
and
leads
to
human
trafficking.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
human
trafficking
outreach,
awareness,

and
training
programs.

The
bill
directs
the
crime
victim
assistance
division
of
the
19
department
of
justice,
in
cooperation
with
other
governmental
20
agencies
and
nongovernmental
or
community
organizations,
to
21
develop
and
conduct
outreach,
public
awareness,
and
training

programs
related
to
human
trafficking.

The
bill
provides
that
the
programs
are
intended
for
the

general
public,
law
enforcement
agencies,
first
responders,

potential
victims,
and
persons
conducting
or
regularly
dealing

with
businesses
that
have
a
high
statistical
incidence
of
debt

bondage
or
forced
labor
or
services.

The
bill
provides
