5,
paragraph
a,

2016,
is
amended
to
read
as
follows:

a.
Notwithstanding
any
other
speed
restrictions,
the
speed

limit
for
all
vehicular
traffic
on
fully
controlled-access,
4
divided,
multilaned
highways
is
sixty-five
miles
per
hour.

However,
the
speed
limit
for
all
vehicular
traffic
on
highways
6
that
are
part
of
the
interstate
road
system,
as
defined
in
7
section
306.3
,
is
seventy
miles
per
hour
,
except
the
department
8
may
establish
a
speed
limit
of
seventy-five
miles
per
hour
on
9
highways
that
are
part
of
the
interstate
road
system
on
the
10
department’s
own
motion
or
in
response
to
a
recommendation
11
of
a
metropolitan
or
regional
planning
commission
or
council
12
of
governments
.
The
department
may
establish
a
speed
limit
13
of
sixty-five
miles
per
hour
on
certain
divided,
multilaned
14
highways
not
otherwise
described
in
this
paragraph.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
the
speed
limit
on
interstate
highways
19
is
70
miles
per
hour.
This
bill
allows
the
department
of
20
transportation
(DOT)
to
establish
a
speed
limit
of
75
miles
21
per
hour
on
interstate
highways
on
the
DOT’s
own
motion
or
in
22
response
to
a
recommendation
of
a
metropolitan
or
regional
23
planning
commission
or
council
of
governments.
