Section
1.
Section
8A.512A,
Code
2016,
is
amended
by

striking
the
section
and
inserting
in
lieu
thereof
the

following:

Executive
branch
employee
travel.

1.
A
claim
for
reimbursement
for
any
out-of-state
travel,
5
conference,
or
related
expenditures
of
an
executive
branch
6
employee
associated
with
the
employee’s
official
duties
shall
7
be
allowed
upon
the
approval
of
the
claim
by
the
head
of
the
8
employee’s
department.
Each
department
with
authority
to
9
approve
a
claim
under
this
section
shall
establish
a
process
10
for
a
detailed
review
of
claims
selected
by
the
department
to
11
determine
the
appropriateness
of
the
claim
for
reimbursement.

a.
For
purposes
of
this
section,
“executive
branch
13
employee”
means
an
employee
of
the
executive
branch
as
defined
14
in
section
7E.2,
other
than
a
member
or
employee
of
the
state
15
board
of
regents
and
institutions
under
the
control
of
the
16
state
board
of
regents.

For
purposes
of
this
section,
“out-of-state
travel”
does
18
not
include
out-of-state
travel
incidental
to
travel
between
a
19
travel
departure
point
in
this
state
and
a
travel
destination
20
point
in
the
city
of
Carter
Lake.

EXPLANATION
22
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
23
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
concerns
claims
for
reimbursement
of
out-of-state
25
travel
by
executive
branch
employees.
Current
law
requires
the
26
department
of
administrative
services
to
develop
and
implement
27
an
electronic
travel
authorization
form
which
shall
be
used
28
by
an
executive
branch
employee
when
requesting
reimbursement
29
for
out-of-state
travel.
The
bill
strikes
the
requirement
for
30
development
and
use
of
the
electronic
travel
form
and
instead
31
provides
that
a
claim
for
reimbursement
shall
be
allowed
32
upon
the
approval
of
the
claim
by
the
head
of
the
employee’s
33
department.
The
bill
requires
each
department
with
authority
34
to
approve
claims
to
establish
a
process
for
a
detailed
review
