Section
1.
ASSET,
INCOME,
AND
IDENTITY
VERIFICATION
SYSTEM

PUBLIC
ASSISTANCE.
The
department
of
human
services
shall
2
issue
a
request
for
proposals
to
contract
with
a
third-party
3
vendor
to
establish
an
electronic
asset,
income,
and
identity
4
eligibility
verification
system
for
the
purposes
of
initial
5
eligibility
and
redetermination
of
eligibility
of
an
individual
6
who
is
an
applicant
for
or
recipient
of
benefits
under
the
7
medical
assistance
program
other
than
an
individual
who
is
8
aged,
blind,
or
disabled,
the
family
investment
program,
or
the
9
food
assistance
program.
The
third-party
vendor
selected
shall
10
be
able
to
demonstrate
in
writing
its
current
relationships
11
or
contracts
with
financial
institutions
in
the
state
and
12
nationally.
Participation
by
financial
institutions
in
13
providing
account
balances
for
asset
verification
shall
remain
14
voluntary.
The
department
shall
utilize
existing
information
15
technology
resources
of
state
and
local
government,
where
16
practicable.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
18
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
21
the
explanation’s
substance
by
the
members
of
the
general
assembly.

The
bill
directs
the
department
of
human
services
to
issue
a
23
request
for
proposals
to
contract
with
a
third-party
vendor
to
24
establish
an
electronic
asset,
income,
and
identity
eligibility
25
verification
system
for
the
purposes
of
initial
eligibility
26
and
redetermination
of
eligibility
of
an
individual
who
is
27
an
applicant
for
or
recipient
of
benefits
under
the
medical

assistance
program
other
than
an
individual
who
is
aged,

blind,
or
disabled,
the
family
investment
program,
or
the

assistance
program.
The
bill
also
directs
the
department
to

technology
resources
of
state
and

government,

The
bill
takes
effect
upon
enactment.
