LONG-TERM
CARE
COMMITTEE

MEMBERSHIP
——

DUTIES.

1.
A
long-term
care
committee
is
established
which
shall
3
consist
of
ten
voting
members
as
follows:
4
a.
Five
members
of
the
general
public,
one
selected
by
each
5
of
the
following:
6
(1)
The
older
Iowans
legislature.
7
(2)
The
Iowa
alliance
for
retired
Americans.
8
(3)
The
Iowa
association
of
area
agencies
on
aging.
9
(4)
The
Iowa
caregivers
association.
10
(5)
AARP
Iowa.
11
b.
Five
members
representative
of
those
involved
in
the
12
delivery
of
long-term
care
services
selected
by
the
president
13
of
the
senate
and
the
speaker
of
the
house
of
representatives
14
in
accordance
with
section
2.32A.
15
2.
The
following
individuals
shall
serve
as
ex-officio,
16
nonvoting
members
of
the
committee:
17
a.
(1)
Five
members
of
the
senate
appointed
by
the
18
president
of
the
senate
in
accordance
with
section
2.32A
and
19
five
members
of
the
house
of
representatives
appointed
by
the
20
speaker
of
the
house
in
accordance
with
section
2.32A.
21
(2)
The
members
of
the
senate
and
house
of
representatives
22
appointed
pursuant
to
subparagraph
(1)
shall
include
all
of
the
23
following:
24
(a)
The
chairpersons
and
ranking
members
of
the
committees
25
on
human
resources
or
a
member
of
the
committee
designated
by
26
the
chairperson
or
ranking
member,
respectively.
27
(b)
The
chairpersons
and
ranking
members
of
the
joint
28
appropriations
subcommittee
on
health
and
human
services
or
29
a
member
of
the
committee
designated
by
the
chairpersons
or
30
ranking
members,
respectively.

b.
The
director
or
the
director’s
designee
of
the
department
32
on
aging,
the
department
of
human
services,
the
department
of
33
inspections
and
appeals,
and
the
department
of
public
health.

The
long-term
care
ombudsman,
or
the
long-term
care

The
commissioner

insurance

The
voting
members
of
the
committee
shall
select

co-chairpersons
at
the
initial
meeting
of
the
committee,
one
of
5
whom
shall
be
a
member
of
the
general
public
selected
pursuant
6
to
subsection
1,
paragraph
“a”,
and
one
of
whom
shall
be
a
7
member
selected
pursuant
to
subsection
1,
paragraph
“b”.

4.
The
department
on
aging
shall
provide
administrative
9
support
to
the
committee.
10
5.
The
committee
shall
do
all
of
the
following:
11
a.
Comprehensively
review
the
existing
long-term
care
12
delivery
system
in
the
state
and
make
recommendations
to
13
create
a
sustainable,
person-centered
approach
that
increases
14
health
and
life
outcomes
and
supports
maximum
independence
by
15
providing
the
appropriate
level
of
care
and
services
through
16
a
balance
of
facility-based
and
home
and
community-based
17
options;
to
address
medical
and
social
needs
in
a
coordinated,
18
integrated
manner;
to
provide
for
sufficient
resources
19
including
a
stable,
well-qualified
workforce;
and
which
provide
20
for
fiscal
accountability.
21
b.
Provide
a
forum
for
open
and
constructive
dialogue
22
among
stakeholders
representing
individuals
involved
in
the
23
delivery
and
financing
of
long-term
care
services
and
supports,
24
consumers,
and
families
of
consumers
in
need
of
such
services
25
and
support.
26
c.
Specifically
address
the
cost
and
financing
of
long-term
27
care
services,
the
coordination
of
services
among
providers,
28
the
availability
of
and
access
to
a
well-qualified
workforce
29
including
both
the
compensated
workforce
and
family
and
30
other
uncompensated
caregivers,
and
the
balance
between
31
facility-based
and
home
and
community-based
care
and
services.

d.
Consider
methods
to
educate
consumers
and
enhance
33
engagement
of
consumers
in
the
broader
conversation
regarding
34
long-term
care
issues,
including
their
experience
with,
35

concern
about,
and
expectations
and
recommendations
for
action

regarding
the
long-term
care
delivery
system
in
the
state.

e.
Recommend
ways
to
eliminate
Iowa’s
institutional
bias

and
come
into
full
compliance
with
the
Olmstead
decision.
4
f.
Consult
with
the
state
universities
and
other
5
institutions
with
expertise
in
the
area
of
elder
issues
and
the
6
long-term
care
continua.
7
g.
Submit
an
interim
report,
with
any
preliminary
8
recommendations,
to
the
governor
and
the
general
assembly
by
9
December
15,
2015.
10
6.
All
meetings
of
the
committee
shall
be
open
to
the
public
11
and
ample
time
shall
be
allowed
at
each
meeting
for
public
12
testimony
and
comments.
13
7.
The
committee
may
request
information
and
assistance
14
from
state
agencies
as
needed
to
complete
its
work.
15
8.
The
committee
shall
complete
its
deliberations
and
issue
16
a
final
report
by
December
15,
2016.
The
final
report
shall
be
17
submitted
to
the
governor
and
the
general
assembly
and
contain
18
recommendations
for
action
along
with
the
rationale
for
the
19
recommendations.
20
EXPLANATION
21
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
22
the
explanation’s
substance
by
the
members
of
the
general
assembly.
23
This
bill
establishes
a
long-term
care
committee.
The
24
bill
specifies
the
membership
of
the
committee
and
the
duties
25
of
the
committee.
The
committee
is
directed
to
submit
an
26
interim
report
with
recommendations
to
the
governor
and
the
27
general
assembly
by
December
15,
2015,
and
is
to
complete
its
28
deliberations
and
submit
a
final
report
to
the
governor
and
the
29
general
assembly,
including
recommendations
for
action
and
the
30
rationale
for
the
recommendations,
by
December
15,
2016.
