H.F. 103 Section 1. Section 321.189, subsection 8, Code 2015, is 1 amended to read as follows: 2 8. Veterans status. 3 a. A licensee who is an honorably discharged veteran of the 4 armed forces of the United States may request that the license 5 be marked to reflect the licensee’s veteran status. Upon such 6 a request, the word “VETERAN” shall be marked prominently on 7 the face of the license. Such a license shall be issued only 8 upon receipt of satisfactory proof of veteran status pursuant 9 to procedures established by the department in consultation 10 with the department of veterans affairs. 11 b. A licensee who is an honorably discharged veteran of 12 the armed forces military reserve of the United States or 13 the national guard of any state who served on active duty 14 other than training may request that the license be marked to 15 reflect the licensee’s veteran status. Upon such a request, 16 the words “RESERVE FORCES VETERAN” or “NATIONAL GUARD VETERAN” 17 shall be marked prominently on the face of the license. Such 18 a license shall be issued only upon receipt of satisfactory 19 proof of veteran status pursuant to procedures established by 20 the department in consultation with the department of veterans 21 affairs. 22 Sec. 2. Section 321.190, subsection 1, paragraph b, 23 subparagraph (4), Code 2015, is amended to read as follows: 24 (4) A nonoperator’s identification card issued to an 25 honorably discharged veteran of the armed forces of the United 26 States who satisfies the requirements of section 321.189, 27 subsection 8 , paragraph “a” , shall contain the same information 28 as any other nonoperator’s identification card except the word 29 “VETERAN” shall appear prominently on the face of the card. 30 Sec. 3. Section 321.190, subsection 1, paragraph b, Code 31 2015, is amended by adding the following new subparagraph: 32 NEW SUBPARAGRAPH . (5) A nonoperator’s identification card 33 issued to an honorably discharged veteran of the armed forces 34 military reserve of the United States or the national guard of 35 -1- LSB 1594YH (3) 86 ns/nh 1/ 2
H.F. 103 any state who satisfies the requirements of section 321.189, 1 subsection 8, paragraph “b” , shall contain the same information 2 as any other nonoperator’s identification card except the words 3 “RESERVE FORCES VETERAN” or “NATIONAL GUARD VETERAN” shall 4 appear prominently on the face of the card. 5 EXPLANATION 6 The inclusion of this explanation does not constitute agreement with 7 the explanation’s substance by the members of the general assembly. 8 Current law provides for the recognition of veteran status 9 on the driver’s licenses and nonoperator’s identification 10 cards of honorably discharged veterans of the armed forces of 11 the United States. The bill provides for the recognition of 12 reserve forces or national guard veteran status on the driver’s 13 licenses and nonoperator’s identification cards of honorably 14 discharged reserve forces or national guard veterans who served 15 on active duty other than training. The license or card is 16 issued only upon receipt of satisfactory proof of veteran 17 status pursuant to procedures established by the department of 18 transportation in consultation with the department of veterans 19 affairs. 20 -2- LSB 1594YH (3) 86 ns/nh 2/ 2
