S.F. 2252 Section 1. BREAST DENSITY TASK FORCE AND REPORT. 1 1. The department of public health shall establish and 2 facilitate a task force to discuss breast density and its 3 relationship to cancer. 4 2. The membership of the task force shall include but is not 5 limited to the following: 6 a. A representative of the department of public health. 7 b. A representative of the department of human services. 8 c. Medical professionals working with breast cancer 9 patients. 10 d. A radiologist. 11 e. A primary care physician. 12 f. A physician assistant or advanced registered nurse 13 practitioner. 14 g. Two advocates for notification to patients of breast 15 density. 16 h. A legal expert in health care matters concerning 17 notification to patients. 18 i. A representative from a hospital or other health care 19 facility. 20 j. A representative from the insurance industry. 21 k. Other persons as the department of public health deems 22 appropriate. 23 3. The task force shall determine the essential elements of 24 an education tool for patients and health care professionals in 25 Iowa regarding breast density and its relationship to cancer. 26 4. The task force shall make recommendations for the 27 implementation of a tool to educate patients and health care 28 professionals in Iowa about breast density and its relationship 29 to cancer. 30 5. The task force shall develop a process to notify patients 31 or referring health care professionals that a patient has 32 dense breasts after a finding of dense breasts through medical 33 testing. 34 6. The task force shall, by November 15, 2014, submit a 2 report of its findings and recommendations to the governor and 3 the general assembly. 4 EXPLANATION 5 The inclusion of this explanation does not constitute agreement with 6 the explanation’s substance by the members of the general assembly. 7 This bill requires the department of public health to 8 establish and facilitate a task force to discuss breast density 9 and its relationship to cancer. The task force shall determine 10 the elements necessary for an educational tool which will 11 educate patients and health care professionals in Iowa about 12 breast density and its relationship to cancer. The task force 13 shall also make recommendations for the implementation of this 14 educational tool. The task force shall create a process to 15 inform patients or referring health care professionals that 16 a patient has dense breasts after a finding of dense breasts 17 through medical testing such as a mammogram.
