S.F. 216 Section 1. Section 256.9, Code 2013, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 63. In coordination with the department 3 of public health, convene and facilitate an advisory group for 4 the purpose of selecting qualified programs for the training 5 of school personnel on suicide prevention and trauma-informed 6 care as required by section 272.2, subsection 19. The advisory 7 group shall be comprised of stakeholders, including but not 8 limited to mental health professionals, school administrators, 9 and guidance counselors. 10 Sec. 2. Section 272.2, Code 2013, is amended by adding the 11 following new subsection: 12 NEW SUBSECTION . 19. Adopt rules requiring individuals 13 applying for renewal of a license, certificate, authorization, 14 or statement of recognition issued by the board who provide 15 a service to students from grades six through twelve to 16 undergo two hours of training on suicide prevention and 17 trauma-informed care prior to each renewal. For purposes of 18 this subsection, “trauma-informed care” means services that are 19 based on an understanding of the vulnerabilities and triggers 20 of individuals who have experienced trauma, recognize the role 21 trauma has played in the lives of those individuals, recognize 22 the presence of trauma symptoms and their onset, are supportive 23 of trauma recovery, and avoid further traumatization. 24 EXPLANATION 25 This bill requires the board of educational examiners 26 to adopt rules requiring individuals applying for renewal 27 of a license, certificate, authorization, or statement of 28 recognition issued by the board who provide a service to 29 students from grades six through 12 to undergo two hours 30 of training on suicide prevention and trauma-informed care 31 prior to each renewal. The requirement applies each time an 32 individual seeks renewal. 33 The bill requires the director of the department of 34 education, in coordination with the department of public 35 -1- LSB 2081SS (3) 85 je/sc 1/ 2
