Crisis
stabilization

The
department
shall
accredit,
certify,
or
apply
3
standards
of
review
to
authorize
the
operation
of
crisis
4
stabilization
programs.
In
authorizing
the
operation
of
a
5
crisis
stabilization
program,
the
department
shall
apply
the
6
relevant
requirements
for
an
emergency
mental
health
crisis
7
services
provider
and
system
under
section
225C.19.
A
program
8
authorized
to
operate
under
this
section
is
not
required
to
be
9
licensed
under
chapter
135B,
135C,
or
135G,
or
certified
under
10
chapter
231C.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
crisis
stabilization
programs
15
authorized
by
the
department
of
human
services.

In
authorizing
the
operation
of
a
program,
the
department
is
17
required
to
apply
the
relevant
requirements
for
an
emergency
18
mental
health
crisis
services
provider
and
system
under
Code
19
section
225C.19.
An
emergency
mental
health
crisis
services
20
system
is
defined
as
a
coordinated
array
of
crisis
services
for
21
providing
a
response
to
assist
an
individual
adult
or
child
who
22
is
experiencing
a
mental
health
crisis
or
who
is
in
a
situation
23
that
is
reasonably
likely
to
cause
the
individual
to
have
a
24
mental
health
crisis
unless
assistance
is
provided.
25
The
bill
provides
that
a
program
authorized
by
the
26
department
as
a
crisis
stabilization
program
is
not
required
27
to
be
licensed
under
Code
chapter
135B
(hospitals),
135C
28
(health
care
facilities),
or
135G
(subacute
mental
health
29
care
facilities),
or
to
be
certified
under
Code
chapter
231C
30
(assisted
living
programs).
