Section
101C.4,
subsection
1,
Code
2013,
is
amended

to
read
as
follows:

1.
The
council
and
its
activities
shall
be
funded
by
an

annual
assessment.
Upon
establishment
of
the
council
and
each
18
year
thereafter
the
annual
assessment
shall
be
made
at
a
rate
19
of
one-tenth
of
one
cent
on
each
gallon
of
odorized
propane
20
sold.
Thereafter,
annual
assessments
shall
be
sufficient
to
21
cover
the
costs
of
the
plans
and
programs
developed
by
the
22
council
and
upon
a
majority
vote
by
the
council,
the
council
23
may
increase
or
decrease
the
annual
assessment
as
necessary,
24
but
in
no
event
shall
the
annual
assessment
exceed
two-tenths
25
of
one
cent
on
each
gallon
of
odorized
propane
sold.

Sec.
4.
REPEAL.
Section
101C.14,
Code
2013,
is
repealed.

This
bill
modifies
provisions
applicable
to
the
propane

education
and
research
council
established
in
Code
chapter

101C.

bill
changes
the
designation
of
one
of
the
ex
officio,

nonvoting
members
of
the
council
from
a
professional
fire

fighter
designated
by
the
Iowa
association
of
professional
fire

to
a

The
bill
also
eliminates
provisions
specifying
term
limits
2
and
reappointment
requirements.

The
bill
additionally
modifies
provisions
relating
to
the

annual
assessment
which
funds
the
council
and
its
activities.

Currently,
Code
section
101C.4,
subsection
1,
provides
that

upon
establishment
of
the
council
and
each
year
thereafter
the

annual
assessment
shall
be
made
at
a

on

of

propane
sold.
The
bill
deletes
9
the
reference
to
“and
each
year
thereafter”,
and
provides
that

after
establishment
of
the
council
and
the
initial
rate
of

one-tenth
of

cent,
annual
assessments
shall
thereafter
be

in
an
amount
sufficient
to
cover
the
costs
of
the
plans
and
13
programs
developed
by
the
council,
and
that
upon
a
majority
14
vote
by
the
council,
the
council
may
increase
or
decrease
the
15
annual
assessment
as
necessary,
but
not
to
exceed
two-tenths
of
16
one
cent
on
each
gallon
of
odorized
propane
sold.

Additionally,
the
bill
repeals
a
provision
which
repealed
18
the
Code
chapter
effective
December
31,
2014.
