authorization
issued
under

,

resource
officer
or
an
individual
who
performs
private

security
duties
on
school
district
grounds
as
an
employee
of

or
under
contract
with
a
school
district
under
section
279.8,

subsection
5,
or
an
instructor
employed
by
a
community
college.

Section
279.8,
Code
2013,
is
amended
to
read
as

follows:

279.8
General
rules
——
bonds
of
employees.
11
1.
The
board
shall
make
rules
for
its
own
government
and
12
that
of
the
directors,
officers,
employees,
teachers
and
13
pupils,
and
for
the
care
of
the
schoolhouse,
grounds,
and
14
property
of
the
school
corporation,
and
shall
aid
in
the
15
enforcement
of
the
rules,
and
require
the
performance
of
duties
16
imposed
by
law
and
the
rules.
17
2.
The
board
shall
include
in
its
rules
provisions
18
regulating
the
loading
and
unloading
of
pupils
from
a
school
19
bus
stopped
on
the
highway
during
a
period
of
reduced
highway
20
visibility
caused
by
fog,
snow
or
other
weather
conditions.
21
3.
The
board
shall
have
the
authority
to
include
in
its
22
rules
provisions
allowing
school
corporation
employees
to
23
use
school
credit
cards
to
pay
for
the
actual
and
necessary
24
expenses
incurred
in
the
performance
of
work-related
duties.
25
4.
Employees
of
a
school
corporation
maintaining
a
26
high
school
who
have
the
custody
of
funds
belonging
to
the
27
corporation
or
funds
derived
from
extracurricular
activities
28
and
other
sources
in
the
conduct
of
their
duties,
shall
be
29
required
to
furnish
suitable
bond
indemnifying
the
corporation
30
or
any
activity
group
connected
with
the
school
against
loss,
31
and
employees
who
have
the
custody
of
property
belonging
to
the
32
corporation
or
any
activity
group
connected
with
the
school
may
33
be
required
to
furnish
such
bond.
Said
bond
or
bonds
may
be
in
34
such
form
and
penalty
as
the
board
may
approve
and
the
premiums

same
shall
be
paid
from
the
general
fund
of
the
corporation.

met
all
of
the

requirements:

Successfully
completed
training
that
includes
but

is
not
limited
to
de-escalation
techniques,
anger
management
8
techniques,
civil
rights
and
unfair
or
discriminatory
practices
9
awareness,
recognition
of
fake
or
altered
identification,
and
10
cultural
diversity
training.

Satisfied
the
training
requirements
of
section
232.69.
12
b.
This
subsection
applies
only
to
individuals
whose
duties
13
occur
during
the
school
day
or
whose
duties
otherwise
require
14
interaction
with
students.

EXPLANATION
16
This
bill
provides
that
a
school
district
cannot
employ
or
17
contract
for
the
services
of
an
individual
as
a
school
resource
18
officer
or
to
perform
private
security
duties
on
school
19
district
grounds
if
the
individual
has
not,
at
a
minimum,
20
met
certain
training
requirements.
The
individual
must
21
successfully
complete
training
that
includes
but
is
not
limited
22
to
de-escalation
techniques,
anger
management
techniques,
23
civil
rights
and
unfair
or
discriminatory
practices
awareness,
24
recognition
of
fake
or
altered
identification,
cultural
25
diversity
training,
and
training
relating
to
the
identification
26
and
reporting
of
child
abuse.

The
bill
also
provides
that
school
resource
officers
and
28
individuals
who
perform
private
security
duties
on
school
29
district
grounds
are
mandatory
reporters
of
child
abuse
under
30
Code
section
232.69.
31
The
bill
applies
only
to
individuals
whose
duties
occur
32
during
the
school
day
or
whose
duties
otherwise
require
33
interaction
with
students.
