1.
NEW
SECTION
.
2.57
Population
impact
statements.
1
1.
Prior
to
debate
on
the
floor
of
a
chamber
of
the
general
2
assembly,
a
population
impact
statement
shall
be
attached
to
3
any
bill,
joint
resolution,
or
amendment
which
proposes
a
4
change
in
the
law
that
creates
or
may
create
a
disproportionate
5
or
unique
impact
on
a
segment
of
the
population
of
this
state.

The
statement
shall
be
factual
and
shall,
if
possible,
provide
7
a
reasonable
estimate
of
both
the
immediate
effect
and
the
8
long-range
impact
on
the
segment
of
the
population
identified
9
in
the
statement.

2.
a.
When
a
committee
of
the
general
assembly
reports
11
a
bill,
joint
resolution,
or
amendment
to
the
floor,
the
12
committee
shall
state
in
the
report
whether
a
population
impact
13
statement
is
or
is
not
required.
14
b.
The
legislative
services
agency
shall
review
all
bills
15
and
joint
resolutions
placed
on
the
calendar
of
either
chamber
16
of
the
general
assembly,
as
well
as
amendments
filed
to
bills
17
or
joint
resolutions
on
the
calendar,
to
determine
whether
a
18
population
impact
statement
is
required.
19
c.
A
member
of
the
general
assembly
may
request
the
20
preparation
of
a
population
impact
statement
by
submitting
a
21
request
to
the
legislative
services
agency.

3.
The
legislative
services
agency
shall
cause
to
be
23
prepared
a
population
impact
statement
within
a
reasonable
24
time
after
receiving
a
request
or
determining
that
a
proposal
25
is
subject
to
this
section.
All
population
impact
statements
26
approved
by
the
legislative
services
agency
shall
be
27
transmitted
immediately
to
either
the
chief
clerk
of
the
house
28
or
the
secretary
of
the
senate,
after
notifying
the
sponsor
29
of
the
legislation
that
the
statement
has
been
prepared
for
30
publication.
The
chief
clerk
of
the
house
or
the
secretary
31
of
the
senate
shall
attach
the
statement
to
the
bill,
joint
32
resolution,
or
amendment
affected
as
soon
as
it
is
available.

4.
The
legislative
services
agency
may
request
the
34
cooperation
of
any
state
department
or
agency
or
political

subdivision
in
preparing
a
population
impact
statement.

5.
A
revised
population
impact
statement
shall
be
prepared
2
if
the
population
impact
has
been
changed
by
the
adoption
of
3
an
amendment,
and
may
be
requested
by
a
member
of
the
general
4
assembly
or
be
prepared
upon
a
determination
made
by
the
5
legislative
services
agency.
However,
a
request
for
a
revised
6
population
impact
statement
shall
not
delay
action
on
the
7
bill,
joint
resolution,
or
amendment
unless
so
ordered
by
the
8
presiding
officer
of
the
chamber.

Section
2A.4,
subsection
6,
Code
2013,
is
amended

to
read
as
follows:

Performance
of
the
duties
pertaining
to
the
preparation
12
of
correctional
impact
statements
as
provided
in
section
2.56

and
population
impact
statements
as
provided
in
section
2.57
.

EXPLANATION
15
This
bill
requires
the
legislative
services
agency
to
attach
16
a
population
impact
statement
to
a
bill,
joint
resolution,
or
17
amendment
which
proposes
a
change
in
the
law
which
creates
18
a
disproportionate
or
unique
impact
on
a
segment
of
the
19
population
of
this
state.
The
bill
establishes
the
procedure
20
for
requesting,
preparing,
and
modifying,
if
necessary,
a
21
population
impact
statement.
