Section
1.
Section
154B.6,
Code
2014,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
3.
A
person
who
possesses
a
doctoral
degree
3
in
psychology
from
an
institution
approved
by
the
board
but
who
4
has
not
completed
the
other
requirements
for
licensure
under
5
this
section
may
apply
for
a
provisional
license.
The
license
6
shall
be
designated
as
a
“provisional
license
in
psychology”.
7
The
provisional
license
shall
authorize
the
licensee
to
8
practice
psychology
under
the
supervision
of
a
supervisor
who
9
meets
the
qualifications
determined
by
the
board
by
rule.
A
10
provisional
license
shall
be
valid
for
a
period
of
two
years.

The
fee
for
a
provisional
license
shall
be
set
by
the
board
to
12
cover
the
administrative
costs
of
issuance.
The
board
shall
13
also
set
a
fee
for
renewal
of
a
provisional
license.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
16
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
requirements
for
psychologist
18
licensing.

Under
current
law
in
Code
section
154B.6,
an
applicant
20
for
licensure
as
a
psychologist
in
this
state
must
possess
a
21
doctoral
degree
in
psychology
from
an
institution
approved
22
by
the
board
of
psychology,
have
completed
at
least
one
23
year
of
supervised
professional
experience
under
the
24
supervision
of
a
licensed
psychologist,
and
have
passed
an
25
examination
administered
by
the
board
to
assure
the
applicant’s
26
professional
competence.
The
examination
requirement
may
be
27
waived
by
the
board
if
the
applicant
has
a
certificate
from
28
another
state
with
similar
requirements
to
Iowa
or
holds
by
29
examination
a
specialty
diploma.
30
The
bill
establishes
a
new
licensing
category
designated
31
as
a
“provisional
license
in
psychology”.
To
qualify,
the
32
person
must
possess
a
doctoral
degree
in
psychology
from
a
33
board-approved
institution.

The
provisional
license
authorizes
the
licensee
to
practice
