1.
Section
256C.5,
subsection
1,
paragraph
c,
Code

2014,
is
amended
to
read
as
follows:

c.
“Preschool
budget
enrollment”
means
the
figure
that
3
is
equal
to
fifty
sixty
percent
of
the
actual
enrollment
of
4
eligible
students
in
the
preschool
programming
provided
by
5
a
school
district
approved
to
participate
in
the
preschool
6
program
on
October
1
of
the
base
year,
or
the
first
Monday
in
7
October
if
October
1
falls
on
a
Saturday
or
Sunday.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
9
immediate
importance,
takes
effect
upon
enactment.

Sec.
3.
APPLICABILITY.
This
Act
applies
to
school
budget
11
years
beginning
on
or
after
July
1,
2014.

EXPLANATION
13
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
14
the
explanation’s
substance
by
the
members
of
the
general
assembly.

For
purposes
of
determining
the
amount
of
preschool
16
foundation
aid
a
school
district
may
receive,
current
Code
17
section
256C.5
defines
“preschool
budget
enrollment”
to
mean
18
the
figure
that
is
equal
to
50
percent
of
the
actual
enrollment
19
of
eligible
students
in
the
preschool
programming
provided
by
20
the
school
district
as
of
October
1
preceding
the
beginning
of
21
the
school
year.
This
bill
increases
the
percentage
of
actual
22
enrollment
of
eligible
students
from
50
percent
to
60
percent.
23
The
bill
takes
effect
upon
enactment
and
applies
to
school
24
budget
years
beginning
on
or
after
July
1,
2014.
