H.F. 142 Section 1. NEW SECTION . 256.27 Education remediation 1 council. 2 1. An education remediation council is established 3 consisting of eight members appointed as follows: 4 a. One member representing the community colleges appointed 5 by the president of the Iowa association of community college 6 presidents. 7 b. One member representing the accredited private 8 institutions appointed by the president of the Iowa association 9 of independent colleges and universities. 10 c. One member representing the institutions of higher 11 education governed by the state board of regents appointed by 12 the president of the state board of regents. 13 d. One member representing the practitioner preparation 14 programs at institutions of higher education governed by the 15 state board of regents appointed by the president of the state 16 board of regents. 17 e. One member representing school districts appointed by the 18 president of the Iowa association of school boards. 19 f. One member representing accredited nonpublic schools 20 appointed by the director of the department of education. 21 g. One member representing the department of education 22 appointed by the director of the department of education. 23 h. One member representing the area education agencies 24 appointed by the area education agency administrators. 25 2. Council members shall serve three-year terms beginning 26 and ending as provided in section 69.19, and appointments shall 27 comply with sections 69.16, 69.16A, and 69.16C. Vacancies on 28 the council shall be filled in the same manner as the original 29 appointment. A person appointed to fill a vacancy shall serve 30 only for the unexpired portion of the term. Council members 31 are entitled to receive reimbursement for actual and necessary 32 expenses incurred while engaged in the performance of official 33 duties, but shall not receive a per diem. 34 3. H.F. 142 shall convene the initial meeting. The council shall elect one 1 of its members as chairperson. The council shall meet at least 2 quarterly, and at any time on the call of the chairperson. 3 4. The department shall provide staffing services for the 4 council. 5 5. a. Prior to the initial meeting of the council, the 6 member representing the community colleges shall convene 7 a meeting of members appointed pursuant to subsection 1, 8 paragraphs “a” through “d” to define “remediation” for purposes 9 of the council and outline the skills and expectations for 10 postsecondary level attendance. The definitions and outline 11 shall be distributed and discussed at the initial council 12 meeting. 13 b. The council shall identify measures to help students 14 transition from the secondary to the postsecondary level, to 15 limit the costs of remediation at the postsecondary level, 16 to define and standardize the skill sets that determine the 17 need for remediation, and to create effective partnerships 18 between secondary schools and higher education institutions. 19 The council shall review activities and services designed to 20 align school district curricula with core postsecondary level 21 requirements and decrease the need for remedial coursework at 22 the secondary school grade level through grade sixteen. The 23 council shall develop strategies to strengthen grade nine 24 through grade sixteen standards, competencies, and assessment 25 systems, and the professional development of teachers. For the 26 fiscal year beginning July 1, 2013, the council shall focus on 27 mathematics and English remediation measures. 28 6. The council shall submit its findings and 29 recommendations in a report to the state board of education 30 and the general assembly by November 15 annually. The state 31 board and department of education shall use the findings and 32 recommendations to strengthen the common core curriculum and 33 core content standards for secondary schools. 34 Sec. 2. NEW SECTION . 257.16B Advanced placement performance 35 -2- LSB 1397YH (5) 85 kh/rj 2/ 5
H.F. 142 funding. 1 1. For purposes of this section, “advanced placement 2 student” means a student who was enrolled in the school district 3 during the school year preceding the base year, who was 4 enrolled in one or more advanced placement courses during such 5 school year as provided under section 261E.4, and who achieved 6 a score on the advanced placement examination for at least 7 one such course of three or higher on the advanced placement 8 five-point scale. 9 2. For budget years beginning on or after July 1, 2015, 10 the department of management shall allocate from amounts 11 appropriated by the general assembly to the department of 12 management, and from other moneys available to and obtained or 13 accepted by the department of management, for the purpose of 14 providing advanced placement performance funding for school 15 districts as provided in this section. 16 a. The department of education shall certify to the 17 department of management the total number of advanced placement 18 students enrolled in each school district. 19 b. The department of management shall on or before July 1 of 20 the budget year notify each school district of the amount of 21 advanced placement performance funding under this section. 22 3. a. A school district shall receive an amount equal 23 to the school district’s total number of advanced placement 24 students divided by the total number of advanced placement 25 students in the state, multiplied by the amount of moneys 26 available under subsection 1 to provide advanced placement 27 performance funding for the budget year. 28 b. Payments made to school districts under this section are 29 miscellaneous income and may be used for any school district 30 general fund purpose. 31 4. The state board of education shall adopt rules pursuant 32 to chapter 17A necessary to administer this section, including 33 rules that prescribe all necessary reporting requirements for 34 school districts. 35 -3- LSB 1397YH (5) 85 kh/rj 3/ 5
H.F. 142 EXPLANATION 1 This bill relates to student performance by establishing 2 an education remediation council charged with identifying 3 measures to help students transition from the secondary to 4 postsecondary level and to limit the costs of remediation 5 at the postsecondary level; and by establishing an advanced 6 placement performance funding formula to provide for 7 distribution of any funds made available for that purpose to 8 school districts with students who have received a score of 9 three or higher on an advanced placement examination. 10 The education remediation council consists of eight 11 members appointed to three-year terms as follows: one member 12 representing the community colleges appointed by the president 13 of the Iowa association of community college presidents; 14 one member representing the accredited private institutions 15 appointed by the president of the Iowa association of 16 independent colleges and universities; one member representing 17 the regents universities and one member representing the 18 practitioner preparation programs at the regents universities, 19 both appointed by the president of the state board of regents; 20 one member representing school districts appointed by the 21 president of the Iowa association of school boards; one member 22 representing accredited nonpublic schools and one member 23 representing the department of education, both appointed by 24 the director of the department of education; and one member 25 representing the area education agencies appointed by the area 26 education agency administrators. 27 The member representing the department of education shall 28 convene the initial meeting.
