Resolution
recognizing
the
work
of
the
Rebuild
Iowa

Office
during
and
after
the
disastrous
tornadoes,

storms,
and
floods
which
occurred
in
2008.

WHEREAS,
the
Rebuild
Iowa
Office
was
originally
4
established
by
Executive
Order
in
2008
and
was
formally
5
established
as
a
temporary
state
agency
with
the
6
enactment
of
House
File
64
on
February
2,
2009;
and
7
WHEREAS,
the
office
staff
have
ably
addressed
their
8
designated
responsibilities,
including:
9
1.
Establishing
and
pursuing
short-term
priorities
10
for
recovery
and
long-term
plans
for
redevelopment.
11
2.
Establishing
federal
and
state
goals
for
12
recovery
and
rebuilding
efforts
and
coordinating
such
13
efforts
among
governmental
entities
to
implement
these
14
goals.
15
3.
Identifying
funding
sources
and
innovative
16
financing
alternatives
to
adequately
fund
recovery
and
17
redevelopment.
18
4.
Assisting
in
establishing
guidelines
for
the
19
disbursing
of
federal
moneys.
20
5.
Establishing
goals,
benchmarks,
and
objectives
21
by
which
progress
in
disaster
recovery
and
long-term
22
reconstruction
can
be
measured,
including
housing,
23
economic
recovery,
infrastructure
investment,
24
floodplain
and
watershed
management,
and
expediency
of

funding
distribution.

Providing
a
means
for
members
of
the

general
public,
the
business
community,
nonprofit

organizations,
communities,
and
other
stakeholders

recovery

state

local
government
with

guidance
for
long-term
recovery
and
redevelopment
after

a
disaster.

Submitting
written
quarterly
reports
to
the

Governor
and
the
General
Assembly.

Submitting
a

report
to
the
Governor
and

the
General
Assembly
identifying
for
consideration

transition
issues
for
disaster
recovery
assistance
due

to
the
elimination
of
the
office
as
of
June
30,
2011,

WHEREAS,
the
office
worked
directly
with
affected

communities
to
help
them
envision
and
achieve
long-term
17
recovery
goals
following
disasters;
and
18
WHEREAS,
the
office
helped
establish
local
voluntary
19
agencies
and
worked
with
existing
local
voluntary
20
organizations
to
support
disaster
recovery
case
21
management
efforts
for
affected
citizens
across
this
22
state;
and
23
WHEREAS,
the
office
advocated
for
legislative
and
24
policy
changes
at
the
state
and
federal
level
to
better
25
position
Iowa
for
future
major
disaster
recovery
and
26
mitigation
efforts;
and
27
WHEREAS,
the
office
served
as
a
statewide
28
clearinghouse
for
disaster
recovery
information,
and
29
documented
federal,
state,
and
local
lessons
learned

Iowa’s
recovery;
and

WHEREAS,
the
office
developed
a
state
framework
for
2
use
in
future
long-term
disaster
recovery
efforts;
NOW
3
THEREFORE,
4
BE
IT
RESOLVED
BY
THE
SENATE,
That
the
Senate
5
recognizes
and
acknowledges
the
work
of
the
Rebuild
6
Iowa
Office;
and
7
BE
IT
FURTHER
RESOLVED,
That
the
Senate
invites
the
8
citizens
of
Iowa,
and
its
state
agencies
and
partners,
9
to
continue
to
promote
the
goals
of
the
office
so
that
10
the
state
and
its
citizens
are
as
prepared
as
possible
11
for
future
disasters,
recovery,
and
mitigation
efforts.
