Rest
area
construction
——

retention
of
existing
rest
areas.

Before
a
decision
is
made
to
build
a
new
rest
area,
the
3
department
shall
conduct
a
thorough
cost-benefit
analysis
4
to
compare
the
cost
of
locating
and
constructing
a
new
rest
5
area
and
the
cost
of
keeping
an
existing
rest
area
open.

The
department
shall
consider
all
available
options
for
7
reconstructing,
expanding,
or
otherwise
improving
an
existing
8
rest
area
in
accordance
with
section
306C.21
and
shall
not
9
proceed
with
construction
of
a
new
rest
area
unless
it
is
10
determined
that
making
improvements
to
the
existing
rest
area
11
would
be
cost
prohibitive.

EXPLANATION
13
This
bill
requires
the
department
of
transportation
to
14
conduct
a
cost-benefit
analysis
before
proceeding
with
15
construction
of
a
new
rest
area
along
an
interstate,
freeway
16
primary,
or
primary
highway.
The
department
is
to
consider
all
17
available
options
for
reconstructing,
expanding,
or
otherwise
18
improving
existing
rest
areas
and
may
not
proceed
with
new
19
construction
unless
it
is
determined
that
making
improvements
20
to
the
existing
rest
area
would
be
cost
prohibitive.
