WHEREAS,
House
Resolution
1
was
passed
by
the
3
United
States
House
of
Representatives
on
February
19,
4
2011;
and
5
WHEREAS,
the
United
States
House
of
Representatives
6
proposal
would
eliminate
comprehensive
early
childhood
7
services
nationwide
for
218,000
low-income
children
8
and
their
families,
close
over
16,000
Head
Start
9
and
Early
Head
Start
classrooms,
and
lay
off
55,000
10
teachers,
teacher
assistants,
and
related
staff,
with
11
an
estimated
1,800
kids
in
Iowa
losing
access
to
Head
12
Start
services;
and
13
WHEREAS,
the
proposal
cuts
an
additional
$5
14
billion
of
funding
for
the
United
States
Department
15
of
Education,
including
slashing
Title
I
education
16
funding
by
nearly
$700
million,
meaning
2,400
schools
17
serving
one
million
disadvantaged
students
could
lose
18
funding,
and
approximately
10,000
teachers
and
aides
19
could
lose
their
jobs,
with
an
estimated
loss
of
more
20
than
$4.5
million
in
grants
to
local
Iowa
educational
21
agencies;
and
22
WHEREAS,
the
proposal
would
cut
almost
$600
million

federal
special
education
funding,
leading
to
the
1
loss
of
7,000
education
staff
serving
such
students
2
nationwide
and
a
potential
increase
in
state
and
local

taxes
to
make
up
for
the
loss
of
more
than
$5
million

in
federal
funds
to
support
special
education
in
5
Iowa;
and
6
WHEREAS,
the
proposal
would
cut
aid
to
college
7
students
by
reducing
the
maximum
Pell
Grant
by
15
8
percent
at
a
time
when
college
tuitions
and
student
9
indebtedness
are
rising
precipitously;
and
10
WHEREAS,
the
proposal
to
cut
the
Perkins
Tech
11
Prep
program
will
mean
a
loss
of
$1.24
million
to
12
Iowa,
along
with
additional
cuts
to
the
Elementary
13
and
Secondary
School
Counseling
Program,
YouthBuild,
14
Career
Pathways,
and
the
High
School
Graduation
15
Initiative;
and
16
WHEREAS,
the
proposal
would
cut
$3.8
billion
from
17
key
workforce
development
programs
under
the
United
18
States
Department
of
Labor,
including
eliminating
all
19
2011
funding
for
the
Adult,
Dislocated
Worker,
and
20
Youth
programs
under
the
Workforce
Investment
Act
21
(WIA);
and
22
WHEREAS,
these
cuts
will
cause
more
than
7,000
young
23
people
to
lose
access
to
services
under
YouthBuild,
24
as
many
as
10,000
to
lose
access
to
services
under
25
Job
Corps,
and
276,000
to
lose
access
to
education,
26
training,
and
work
experiences;
and
27
WHEREAS,
these
cuts
will
force
3,000
One
‐
Stop
28
centers
found
in
local
communities
across
the
country
29
to
begin
the
process
of
closing
their
doors,
likely

causing
thousands
of
new
job
losses,
and
denying
access
1
to
the
more
than
eight
million
workers;
and
2
WHEREAS,
the
State
of
Iowa
currently
receives
some
3
$14
million
from
the
United
States
Department
of
Labor
4
for
adult,
youth,
and
dislocated
workers,
serving
5
approximately
35,000
Iowans
with
an
array
of
core
and
6
intensive
services;
and
7
WHEREAS,
since
2009
the
State
of
Iowa
has
received
8
just
over
$16
million
in
National
Emergency
Grants
to
9
support
4,700
workers
losing
their
jobs
through
mass
10
layoffs,
including
$6
million
through
the
federal
11
American
Recovery
and
Reinvestment
Act;
and
12
WHEREAS,
Iowa’s
proportionate
share
of
emergency
13
grant
funding
under
House
Resolution
1
would
provide
14
funding
to
serve
only
380
individuals;
and
15
WHEREAS,
these
programs
are
essential
to
create
and
16
fill
jobs,
prepare
workers
whose
jobs
have
disappeared
17
for
new
careers,
and
train
the
American
workforce
for
18
the
demands
of
a
21st
century
global
economy;
and
19
WHEREAS,
for
the
more
than
14
million
unemployed
20
American
workers,
the
impact
of
dismantling
the
public
21
workforce
and
adult
education
systems
could
not
be
more
22
devastating;
NOW
THEREFORE,
23
BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,
That
24
the
House
of
Representatives
urges
Congress
to
continue
25
its
commitment
to
job
creation,
economic
growth,
and
26
opportunities
for
students
and
workers
by
maintaining
27
funding
for
workforce
development
and
education
28
programs
in
the
fiscal
year
2012
federal
budget.
