Resolution
supporting
the
Republic
of
China
on
Taiwan

as
a
part
of
the
global
community.

WHEREAS,
the
Republic
of
China
(Taiwan)
as
the
3
world’s
19th
largest
economy
has
achieved
economic
4
and
social
stability
and
in
the
last
two
decades
has
5
been
lauded
as
a
beacon
of
democracy
for
Asia,
has
6
dramatically
improved
its
record
on
human
rights,
and
7
has
taken
great
steps
forward
to
enter
the
world
arena
8
as
a
trusted
partner;
and
9
WHEREAS,
Taiwan’s
absence
from
international
10
organizations
has
impeded
Taiwan’s
ability
to
11
participate
in
global
climate
initiatives
and
to
12
respond
to
natural
disasters
like
Typhoon
Morakot,
13
which
struck
Taiwan
in
the
summer
of
2009,
an
unusually
14
destructive
typhoon
season
in
the
Pacific;
and
15
WHEREAS,
the
Taiwan
government
is
grateful
for
16
the
assistance
and
condolences
of
the
international
17
community
in
the
wake
of
Typhoon
Morakot
in
2009,
as
18
dozens
of
international
organizations
and
nations
19
stepped
up
to
help,
including
the
United
States,
which
20
supplied
military
equipment
for
rescue
and
recovery
21
operations,
the
European
Union,
Japan,
and
the
Chinese
22
mainland;
and
23
WHEREAS,
aviation
safety
has
become
a
major
global
24
concern
since
2001,
and
Taiwan
is
a
key
air
transport
25
hub
in
the
Asia-Pacific
region,
with
over
1.35
million
26
flights
passing
through
the
Taipei
Flight
Information

Region,
and
with
the
world’s
15th-largest
airport
by

cargo
volume,
Taoyuan
International
Airport;
and

WHEREAS,
the
Taiwan
government
has
undertaken
a
3
policy
of
“flexible
diplomacy”
in
its
international
4
relations
and
a
pragmatic
approach
to
China,
having
5
completed
a
number
of
cross-strait
liberalization
6
measures,
including
regular,
direct
passenger
7
flights
between
mainland
China
and
Taiwan
and
other
8
goodwill
measures,
resulting
in
reciprocal
gestures
9
and
rapprochement
between
Taipei
and
Beijing;
NOW
10
THEREFORE,
11
BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,
12
That
the
House
of
Representatives
affirms
its
support
13
for
the
participation
of
Taiwan
in
the
United
Nations
14
Framework
Convention
on
Climate
Change
(UNFCCC)
and
the
15
International
Civil
Aviation
Organization
(ICAO)
to
16
increase
Taiwan’s
international
space
and
contribution
17
to
the
global
community;
and
18
BE
IT
FURTHER
RESOLVED,
That
the
Chief
Clerk
of
the
19
House
of
Representatives
is
hereby
directed
to
send
a
20
copy
of
this
Resolution
to
Hillary
Clinton,
Secretary
21
of
State
of
the
United
States;
Executive
Secretary
22
Christiana
Figueres
of
the
UNFCCC;
Secretary
General
23
Raymond
Benjamin
of
the
ICAO;
and
the
Taipei
Economic
24
and
Cultural
Office
in
Chicago,
Illinois.
