EXPLANATION

This
bill
requires
arbitrators
of
collective
bargaining

agreements
to
consider
two
additional
factors.
The
arbitrators

are
required
to
compare
the
wages,
hours,
and
conditions
of
16
employment
of
the
involved
public
employees
with
private
sector
17
employees
doing
comparable
work,
and
to
consider
recent
data
18
comparing
changes
in
wages
and
benefits
in
the
public
sector
19
with
similar
changes
in
the
private
sector.
