H.F. 2250 Section 1. Section 257.11, Code 2011, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 7A. School district per pupil transportation 3 cost. 4 a. In order to provide additional funds for school districts 5 with district transportation costs per pupil in excess of the 6 state average transportation costs per pupil, as those terms 7 are defined in section 257.31, subsection 17, a supplementary 8 weighting plan for determining enrollment is adopted. 9 b. A supplementary weighting amount per pupil as determined 10 under paragraph “c” shall be assigned to each transported pupil 11 of a school district that meets the requirement of paragraph 12 “a” . 13 c. The department of management shall calculate a 14 supplementary weighting amount per pupil for each school 15 district meeting the requirement of paragraph “a” to generate 16 an amount for the school district equal to the number of 17 transported pupils in the district multiplied by the difference 18 between the district transportation costs per pupil and the 19 state average transportation cost per pupil. 20 d. Eligibility for supplementary weighting under this 21 subsection shall not affect a school district’s eligibility for 22 transportation assistance under section 257.31, subsection 17. 23 Sec. 2. APPLICABILITY. This Act applies to school budget 24 years beginning on or after July 1, 2013. 25 EXPLANATION 26 This bill establishes a supplementary weighting plan for 27 those school districts with district transportation costs per 28 pupil in excess of the state average transportation costs 29 per pupil. The bill requires the department of management 30 to calculate a supplementary weighting amount per pupil for 31 each school district meeting such a requirement to generate 32 an amount for the school district equal to the number of 33 transported pupils in the district multiplied by the difference 34 between the district transportation costs per pupil and the 35 -1- LSB 5667YH (4) 84 md/sc 1/ 2
