For funding of juvenile delinquent graduated sanction 14 services as provided in the appropriation made in this Act 15 for child and family services in 2009 Iowa Acts, chapter 182, 16 section 15, subsection 2, as amended. 17 2. for For distribution of an amount equal to a percentage 18 of the costs of the establishment, improvement, operation, 19 and maintenance of county or multicounty juvenile detention 20 homes in the fiscal year beginning July 1, 2008. Moneys 21 appropriated allocated for distribution in accordance with 22 this section subsection shall be allocated among eligible 23 detention homes, prorated on the basis of an eligible 24 detention home’s proportion of the costs of all eligible 25 detention homes in the fiscal year beginning July 1, 2008. 26 The percentage figure shall be determined by the department 27 based on the amount available for distribution for the 28 fund. This division supplements 3 the amounts of appropriations made for the justice system in 4 2009 Iowa Acts, chapter 178, to the following departments 5 and agencies: department of corrections institutions and 6 community-based corrections, public defender, and department 7 of public defense. In addition, certain appropriations made 8 to the judicial branch in 2009 Iowa Acts, chapter 172, are 9 reduced. 10 Language is included clarifying that the supplemental 11 appropriations are made after the governor’s uniform reduction 12 made pursuant to executive order number 19 issued October 8, 13 2009, and various transfers to and from appropriations. 14 DIVISION II —— EDUCATION. This division supplements certain 15 appropriations made for education. 16 Appropriations made in 2009 Iowa Acts, chapter 177, to 17 the department of education for the following purposes 18 are supplemented: enrich Iowa program, preschool tuition 19 assistance, four-year-old preschool program, textbooks of 20 nonpublic school pupils, core curriculum and career information 21 and decision-making system, student achievement and teacher 22 quality program, and community colleges. The appropriation 23 made for the senior year plus program in 2008 Iowa Acts, 24 chapter 1181, is also supplemented. Code section 261E.13 25 allowed the unexpended portion of the appropriation to remain 26 available for FY 2009-2010. Appropriations made in 2009 27 Iowa Acts, chapter 179, for the following purposes are also 28 addressed: the standing appropriation for at-risk children 29 that was limited is supplemented to restore the limited amount 30 and an appropriation for management information system is 31 restored. A reduction to the amount 7 of the standing appropriation made for the expenses of the 8 general assembly in 2009 Iowa Acts, chapter 179, is increased. 9 The number of full-time equivalent positions authorized for the 10 office of state-federal relations under the governor’s office 11 in 2009 Iowa Acts, chapter 181, are increased. 12 DIVISION IV —— HEALTH. This division revises certain 13 appropriations made for health programs in 2009 Iowa Acts, 14 chapter 182. The following appropriations are supplemented: 15 addictive disorders, healthy children and families, chronic 16 conditions, community capacity, elderly wellness, infectious 17 diseases, public protection, and center for congenital and 18 inherited disorders. 19 Language is included clarifying that the supplemental 20 appropriations are made after the governor’s uniform reduction 21 made pursuant to executive order number 19 issued October 8, 22 2009, and various transfers to and from appropriations. 23 DIVISION V —— HUMAN SERVICES. This division revises, 24 supplements, and makes new appropriations for human services. 25 The general fund appropriation made for distribution to 26 counties for state case services for persons with mental 27 illness, mental retardation, and developmental disabilities is 28 supplemented and any excess funds in the risk pool for such 29 services is also transferred to the state cases appropriation. 30 An additional appropriation is made from the IowaCare account 31 for distribution to a publicly owned acute care teaching 32 hospital located in a county with a population over 350,000. 33 The allocation of federal temporary assistance for needy 34 families block grant funding in the appropriation made to the 35 -17- LSB 5876XG (20) 83 jp/tm 17/ 19
S.F. _____ H.F. _____ department of human services in 2009 Iowa Acts, chapter 182, 1 section 15, subsection 2, that was designated for juvenile 2 delinquent graduated sanction services is reduced by $1 3 million and replaced with a like amount allocated from the 4 appropriation to the department from the juvenile detention 5 home fund in 2009 Iowa Acts, chapter 182, section 19. 6 Language is included clarifying that the supplemental 7 appropriations are made after the governor’s uniform reduction 8 made pursuant to executive order number 19 issued October 8, 9 2009, and various transfers to and from appropriations. 10 DIVISION VI —— INFRASTRUCTURE APPROPRIATIONS. This division 11 revises various infrastructure appropriations. 12 Appropriations from the rebuild Iowa infrastructure fund 13 in 2007 Iowa Acts, chapter 219, for the following purposes 14 are reduced: to the department of corrections for electrical 15 systems costs at the Fort Madison facility and to the 16 department of human services for renovation and construction 17 of certain nursing facilities. 18 Appropriations from the rebuild Iowa infrastructure fund in 19 2008 Iowa Acts, chapter 1179, for the following purposes are 20 reduced or eliminated: to the department of administrative 21 services for information technology, to the department of 22 corrections for a study related to the fifth judicial district 23 department of correctional services, to the department of 24 cultural affairs for repairs to a historic Kimball organ, 25 to the department of human services for renovation and 26 construction of certain nursing facilities and a study of ways 27 to enhance access to health insurance by certain child care 28 providers, and to the department of natural resources for a 29 grant to a city with a certain population level. 30 A reduction in the standing appropriation from $50 million 31 to $45 million made from the rebuild Iowa infrastructure 32 fund to the grow Iowa values fund in 2009 Acts, chapter 33 184, is further reduced to $27.5 million.
