house,

issuance
of
certificates

RESOLVED
BY
THE
HOUSE

REPRESENTATIVES,

That
Rule
20,
unnumbered
paragraph
7,
of
the
Rules
of

the
House,
as
adopted
by
the
House
of
Representatives

during
the
2009
Session
in
House
Resolution
8,
is
9
amended
to
read
as
follows:

A
registered
lobbyist
shall
not
be
admitted
to
11
the
floor
of
the
house
on
any
legislative
day
except
12
for
ceremonial
purposes
or
for
attendance
at
public
13
hearings
.

House,
as
adopted
by
the

amended
to
read
as
follows:

the
Speaker

All
acts
and
joint
resolutions
shall
be
signed
by

the
speaker,
and
all
writs,
warrants,
and
subpoenas

issued
by
order
of
the
house,
shall
be
signed
by
the

speaker
and
attested
by
the
chief
clerk.
The
speaker

shall
cause
certificates
of
recognition
or
condolence

to
be
issued
by
the
house
which
shall
be
signed

and
the
chief
clerk.
The
chief
clerk
1
shall
maintain
a
list
of
certificates
issued
including
2
the
name
of
the
requesting
member
of
the
house,
the

name
of
the
recipient,
the
reason
for
recognition
or
4
condolence,
and
the
date
of
issuance.

RESOLVED
BY
THE
HOUSE
OF

REPRESENTATIVES,
That
Rule
31,
subsection
8,
of
7
the
Rules
of
the
House,
as
adopted
by
the
House
of
8
Representatives
during
the
2009
Session
in
House
9
Resolution
8,
is
amended
to
read
as
follows:

8.
No
amendment
to
the
rules
of
the
house,
to
any
11
resolution
or
bill,
except
technical
amendments
and
12
amendments
to
bills
substituted
for
by
senate
files
13
containing
substantially
identical
title,
language,
14
subject
matter,
purpose
and
intrasectional
arrangement,
15
shall
be
considered
by
the
membership
of
the
house
16
without
a
copy
of
the
amendment
having
been
filed
17
with
the
chief
clerk
by
4:00
p.m.or
within
one-half
18
hour
of
adjournment,
whichever
is
later,
on
the
day
19
preceding
floor
debate
on
the
amendment.
If
the
20
house
adjourns
prior
to
2:00
p.m.on
Friday,
the
final
21
deadline
is
two
hours
after
adjournment.
However,
22
committee
amendments
filed
pursuant
to
the
submission
23
of
the
committee
report
may
be
accepted
after
this
24
deadline.
This
provision
shall
not
apply
to
any
25
proposal
debated
on
the
floor
of
the
house
after
26
the
fourteenth
week
of
the
first
session
and
the
27
twelfth
week
of
the
second
session.
No
amendment
or
28
amendment
to
an
amendment
to
a
bill,
rule
of
the
house,
29
or
resolution
shall
be
considered
by
the
membership
of

the
house
without
a
copy
of
the
amendment
being
on
the
1
desks
of
the
entire
membership
of
the
house
prior
to
2
consideration.
However,
after
the
fourteenth
week
of

the
first
session
and
the
twelfth
week
of
the
second
4
session,
the
membership
of
the
house
may
consider
an
5
amendment
or
an
amendment
to
an
amendment
to
a
bill,
6
rule
of
the
house,
or
resolution
without
a
copy
of
the
7
amendment
being
on
the
desks
of
the
entire
membership
8
of
the
house
prior
to
consideration
if
a
copy
of
the
9
amendment
is
made
available
to
the
entire
membership
of
10
the
house
electronically.
