1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended

by
adding
the
following
new
section:

Right
to
bear
arms.
SEC.
1A.
The
right
of
people
to
keep
5
and
bear
arms
is
a
fundamental
individual
right
and
shall
not
6
be
infringed.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
8
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
9
to
the
General
Assembly
to
be
chosen
at
the
next
general
10
election
for
members
of
the
General
Assembly
and
the
Secretary
11
of
State
is
directed
to
cause
the
same
to
be
published
for
12
three
consecutive
months
previous
to
the
date
of
that
election
13
as
provided
by
law.

EXPLANATION
15
This
joint
resolution
proposes
an
amendment
to
the
16
Constitution
of
the
State
of
Iowa
providing
that
the
right
of
17
people
to
keep
and
bear
arms
is
a
fundamental
individual
right
18
and
shall
not
be
infringed.
19
The
joint
resolution,
if
adopted,
would
be
referred
to
the
20
next
general
assembly
for
adoption
a
second
time
before
being
21
submitted
to
the
electorate
for
ratification.
