H.F. 2325 Section 1. CONDITIONAL SECONDARY LEVEL CAREER AND TECHNICAL 1 ENDORSEMENT. A person who holds a standard, master educator, 2 or permanent professional teaching license and who applies 3 for a secondary level career and technical endorsement is 4 exempt from the requirements of 282 IAC 17.1 if the person has 5 demonstrated career and technical competence in an industrial, 6 trade, or technical field by completion of a minimum of five 7 thousand hours of practical, hands-on experience by July 1, 8 2010, in the area in which the endorsement is sought. However, 9 a person who receives an endorsement pursuant to this section 10 is subject to rules adopted by the board of educational 11 examiners relating to licensure or endorsement renewal. 12 Sec. 2. EFFECTIVE UPON ENACTMENT AND APPLICABILITY. This 13 Act, being deemed of immediate importance, takes effect 14 upon enactment and applies to licensed teachers who meet the 15 conditions specified in the Act and who submit an application 16 for an endorsement to the board of educational examiners in 17 accordance with the Act during the fiscal period beginning on 18 the effective date of this Act and ending June 30, 2011. 19 EXPLANATION 20 This bill makes a licensed teacher who has demonstrated 21 career and technical competence in an industrial, trade, or 22 technical field, by completion of a minimum of 5,000 hours 23 of practical, hands-on experience in the area in which the 24 endorsement is sought prior to July 1, 2010, eligible to 25 receive the endorsement without meeting coursework or other 26 requirements for career and technical endorsements specified 27 in rules adopted by the board of educational examiners 28 for teaching at the secondary level. Those who receive 29 an endorsement under this provision pursuant to the bill 30 are subject to rules adopted by the board for license or 31 endorsement renewal. 32 The bill takes effect upon enactment and applies to licensed 33 teachers who apply for the endorsement from the effective date 34 of the Act through June 30, 2011. 35 -1- LSB 5363YH (5) 83 kh/nh 1/ 1
