Section
724.27,
Code
2009,
is
amended
to
read
as

,
and

shall
not
apply
to
a
person
who
is
eligible
to
have

rights
regarding
firearms
restored
under

is
pardoned
or
has
had
the
person’s
civil

rights
restored
by
the
President
of
the
United
States
or
the

chief
executive
of
a
state
and
who
is
expressly
authorized
by

the
President
of
the
United
States
or
such
chief
executive
to

receive,
transport,
or
possess
firearms
or
destructive
devices.

2.
REPEAL.
Sections
724.15,
724.16,
724.17,
724.18,
13
724.19,
724.20,
and
724.21,
Code
2009,
are
repealed.

EXPLANATION
15
This
bill
eliminates
the
requirement,
pursuant
to
Code
16
section
724.15,
that
a
person
who
acquires
ownership
of
a
17
pistol
or
revolver
must
apply
for
and
be
issued
an
annual
18
permit
to
acquire
a
pistol
or
revolver
unless
certain
19
exceptions
apply.

The
bill
repeals
related
Code
sections
relating
to
permit
21
application
(Code
sections
724.17
and
724.18)
and
issuance
22
requirements
and
procedures
(Code
sections
724.19,
724.20,
and
23
724.21)
and
a
related
transfer
of
ownership
provision
(Code
24
section
724.16).
The
bill
makes
a
conforming
change
to
Code
25
section
724.27
relating
to
the
restoration
of
citizenship
26
rights
to
a
person
convicted
of
a
felony.

Current
law
provides
that
a
person
who
acquires
ownership
of
28
a
pistol
or
revolver
without
a
valid
annual
permit
to
acquire
29
pistols
or
revolvers
or
a
person
who
transfers
ownership
of
30
a
pistol
or
revolver
to
a
person
who
does
not
have
in
the
31
person’s
possession
a
valid
annual
permit
to
acquire
pistols
32
or
revolvers
is
guilty
of
an
aggravated
misdemeanor,
and
a
33
person
who
transfers
ownership
of
a
pistol
or
revolver
to
a
34
person
that
the
transferor
knows
is
prohibited
from
acquiring

a

commits
a
class
“D”
felony.

addition,
current
law
provides
that
a
person
who
gives
a

name

acquire
