NEW SECTION . 1.19 Sovereignty of the state of 1 Iowa. 2 The State of Iowa hereby claims sovereignty under the Tenth 3 Amendment to the Constitution of the United States over all 4 powers not otherwise enumerated and granted to the federal 5 government by the Constitution of the United States. 6 EXPLANATION 7 This bill claims sovereignty by the state of Iowa under the 8 Tenth Amendment of the United States Constitution over all 9 powers not specifically granted to the federal government. 10 -1- LSB 6145YH (5) 83 ec/rj 1/ 1
