  1  2      BY  WIECK, LUNDBY, SEYMOUR, NOBLE, HARTSUCH,
  1  3   ZIEMAN, MULDER, KETTERING, McKINLEY, ZAUN, GASKILL,
  1  4       PUTNEY, HAHN, WARD, HOUSER, BEHN, McKIBBEN,
  1  5                   ANGELO, and JOHNSON
  1  6 A Resolution to honor the work of United States Attorney
  1  7    Matthew Whitaker and State Auditor David Vaudt.
  1  8    WHEREAS, in 2006 Iowans' confidence in their
  1  9 government was shaken by the release of a state
  1 10 auditor's report revealing that the Central Iowa
  1 11 Employment and Training Consortium (CIETC), a job
  1 12 training agency under contract with Iowa Workforce
  1 13 Development, had paid $1.8 million in inflated
  1 14 salaries to three executives from July 2003 to
  1 15 December 2005; and
  1 16    WHEREAS, in the ensuing months allegations and
  1 17 rumors grew and both local and state officials
  1 18 resigned their offices in the wake of the scandal; and
  1 19    WHEREAS, ongoing news relating to this scandal
  1 20 undermined Iowans' confidence in all levels of their
  1 21 government; and
  1 22    WHEREAS, for over a year United States Attorney
  1 23 Matthew Whitaker and State Auditor David Vaudt have
  1 24 worked quietly and patiently, determined to find the
  1 25 facts instead of mere allegations, and to apply the
  1 26 rule of law to the CIETC scandal; and
  1 27    WHEREAS, after months of diligent work those
  1 28 efforts have been rewarded by the federal grand jury's
  1 29 indictment of five people on a myriad of charges
  1 30 involving fraud and conspiracy to misuse federal
  2  1 job=training moneys; NOW THEREFORE,
  2  2    BE IT RESOLVED BY THE SENATE, That the Senate
  2  3 expresses its appreciation to United States Attorney
  2  4 Matthew Whitaker and State Auditor David Vaudt for
  2  5 their efforts to bring a resolution and justice to the
  2  6 CIETC scandal and in so doing to restore Iowans' faith
  2  7 in the integrity of their government.
