  1  1    Section 1.  Section 261.17, subsections 1, 2, and 5, Code
  1  2 2007, are amended to read as follows:
  1  3    1.  A vocational=technical tuition grant may be awarded to
  1  4 any resident of Iowa who establishes financial need and is
  1  5 admitted and in attendance as a full=time or part=time student
  1  6 in a vocational=technical or career option program at a
  1  7 community college in the state, and who establishes financial
  1  8 need or in a course of study at a school of cosmetology arts
  1  9 and sciences licensed under chapter 157 and accredited by a
  1 10 national accrediting agency recognized by the United States
  1 11 department of education.
  1 12    2.  All classes, including liberal arts classes, identified
  1 13 by the community college or school of cosmetology arts and
  1 14 sciences as required for completion of the student's
  1 15 vocational=technical or career option program, or for the
  1 16 completion of a cosmetology course of study required for
  1 17 licensure as provided in section 157.10, shall be considered a
  1 18 part of the student's vocational=technical or career option
  1 19 program or cosmetology course of study for the purpose of
  1 20 determining the student's eligibility for a grant.
  1 21 Notwithstanding subsection 3, if a student is making
  1 22 satisfactory academic progress but the student cannot complete
  1 23 a vocational=technical or career option program or cosmetology
  1 24 course of study in the time frame allowed for a student to
  1 25 receive a vocational=technical tuition grant as provided in
  1 26 subsection 3 because additional classes are required to
  1 27 complete the program or course of study, the student may
  1 28 continue to receive a vocational=technical tuition grant for
  1 29 not more than one additional enrollment period.
  1 30    5.  A vocational=technical tuition grant shall be awarded
  1 31 on an annual basis, requiring reapplication by the student for
  1 32 each year.  Payments under the grant shall be allocated
  1 33 equally among the semesters or quarters of the year upon
  1 34 certification by the institution that the student is in
  1 35 full=time or part=time attendance in a vocational=technical or
  2  1 career option program, as defined under rules of the
  2  2 department of education, or in a course of study at a school
  2  3 of cosmetology arts and sciences licensed pursuant to chapter
  2  4 157.  If the student discontinues attendance before the end of
  2  5 any term after receiving payment of the grant, the entire
  2  6 amount of any refund due that student, up to the amount of any
  2  7 payments made under the annual grant, shall be paid by the
  2  8 institution to the state.
  2  9    Sec. 2.  Section 261.17, subsection 7, paragraph a, Code
  2 10 2007, is amended to read as follows:
  2 11    a.  Provide application forms for distribution to students
  2 12 by Iowa high schools, schools of cosmetology arts and sciences
  2 13 licensed under chapter 157, and community colleges.
  2 14                           EXPLANATION
  2 15    This bill expands the eligibility for vocational=technical
  2 16 tuition grants administered by the college student aid
  2 17 commission for students enrolled in a vocational=technical or
  2 18 career option program at a community college, to include
  2 19 students enrolled in a course of study at a school of
  2 20 cosmetology arts and sciences licensed under Code chapter 157
  2 21 and accredited by a national accrediting agency recognized by
  2 22 the United States department of education.  The bill makes
  2 23 conforming changes.
