Section 15F.204, subsections 5, 6, and 7, Code 1 2 2007, are amended to read as follows: 1 3 5. At the beginning of each fiscal year, the board shall 1 4 allocate all moneys in the fund in the following manner: 1 5 a. Four million dollars shall be allocated to provide 1 6 assistance to cities and counties for the development of water 1 7 trails and parks on the rivers and streams of the state. The 1 8 department shall coordinate efforts with the department of 1 9 natural resources to identify the most suitable sites and 1 10 assist in the creation and promotion of water trails and 1 11 parks. 1 12a.b. One=third of the remaining moneys shall be allocated 1 13 to provide assistance to cities and counties which meet the 1 14 following criteria: 1 15 (1) A city which has a population of ten thousand or less 1 16 according to the most recently published census. 1 17 (2) A county which has a population that ranks in the 1 18 bottom thirty=three counties according to the most recently 1 19 published census. 1 20b.c. Two=thirds of the remaining moneys shall be 1 21 allocated to provide assistance to any city and county in the 1 22 state, which may include a city or county included under 1 23 paragraph"a""b". 1 24 6. If two or more cities or counties submit a joint 1 25 project application for financial assistance under the 1 26 program, all joint applicants must meet the criteria of 1 27 subsection 5, paragraph"a""b", in order to receive any 1 28 moneys allocated under that paragraph. 1 29 7. If any portion of the allocated moneys under subsection 1 30 5, paragraph"a""b", has not been awarded by April 1 of the 1 31 fiscal year for which the allocation is made, the portion 1 32 which has not been awarded may be utilized by the board to 1 33 provide financial assistance under the program to any city or 1 34 county in the state. 1 35 EXPLANATION 2 1 This bill relates to the awarding of financial assistance 2 2 to cities and counties from the community attraction and 2 3 tourism fund for water trails. Water trails and parks are a 2 4 dedicated recreational use of rivers and streams for outdoor 2 5 enjoyment and tourism purposes. 2 6 The bill allocates $4 million annually from the community 2 7 attraction and tourism fund for the creation of water trails 2 8 and parks. 2 9 The bill directs the department of economic development to 2 10 work with the department of natural resources to identify, 2 11 help create, and promote the trails. 2 12 LSB 6197HH 82 2 13 tw/nh/8
