  1 An Act adding personal finance skills and literacy requirements
  2    to the education programs school districts and accredited
  3    nonpublic schools must offer.
  4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 256.11, subsections 2, 3, and 4, Code
  1  2 Supplement 2007, are amended to read as follows:
  1  3    2.  The kindergarten program shall include experiences
  1  4 designed to develop healthy emotional and social habits and
  1  5 growth in the language arts and communication skills, as well
  1  6 as a capacity for the completion of individual tasks, and
  1  7 protect and increase physical well=being with attention given
  1  8 to experiences relating to the development of life skills,
  1  9 including but not limited to personal finance skills, and
  1 10 human growth and development.  A kindergarten teacher shall be
  1 11 licensed to teach in kindergarten.  An accredited nonpublic
  1 12 school must meet the requirements of this subsection only if
  1 13 the nonpublic school offers a kindergarten program.
  1 14    3.  The following areas shall be taught in grades one
  1 15 through six:  English=language arts, social studies, personal
  1 16 finance literacy, mathematics, science, health,
  1 17 age=appropriate and research=based human growth and
  1 18 development, physical education, traffic safety, music, and
  1 19 visual art.  The health curriculum shall include the
  1 20 characteristics of communicable diseases including acquired
  1 21 immune deficiency syndrome.  The state board as part of
  1 22 accreditation standards shall adopt curriculum definitions for
  1 23 implementing the elementary program.
  1 24    4.  The following shall be taught in grades seven and
  1 25 eight:  English=language arts; social studies; personal
  1 26 finance literacy; mathematics; science; health;
  1 27 age=appropriate and research=based human growth and
  1 28 development; family, consumer, career, and technology
  1 29 education; physical education; music; and visual art.  The
  1 30 health curriculum shall include age=appropriate and
  1 31 research=based information regarding the characteristics of
  1 32 sexually transmitted diseases, including HPV and the
  1 33 availability of a vaccine to prevent HPV, and acquired immune
  1 34 deficiency syndrome.  The state board as part of accreditation
  1 35 standards shall adopt curriculum definitions for implementing
  2  1 the program in grades seven and eight.  However, this
  2  2 subsection shall not apply to the teaching of family,
  2  3 consumer, career, and technology education in nonpublic
  2  4 schools.  For purposes of this section, "age=appropriate",
  2  5 "HPV", and "research=based" mean the same as defined in
  2  6 section 279.50.
  2  7    Sec. 2.  Section 256.11, subsection 5, Code Supplement
  2  8 2007, is amended by adding the following new paragraph:
  2  9    NEW PARAGRAPH.  k.  One=half unit of personal finance
  2 10 literacy.
  2 11    Sec. 3.  STATE MANDATE FUNDING SPECIFIED.  In accordance
  2 12 with section 25B.2, subsection 3, the state cost of requiring
  2 13 compliance with any state mandate included in this Act shall
  2 14 be paid by a school district from state school foundation aid
  2 15 received by the school district under section 257.16.  This
  2 16 specification of the payment of the state cost shall be deemed
  2 17 to meet all of the state funding=related requirements of
  2 18 section 25B.2, subsection 3, and no additional state funding
  2 19 shall be necessary for the full implementation of this Act by
  2 20 and enforcement of this Act against all affected school
  2 21 districts.
  2 22                           EXPLANATION
  2 23    This bill requires school districts and accredited
  2 24 nonpublic schools to offer personal finance skills and
  2 25 literacy in their kindergarten through grade 12 education
  2 26 programs.  The kindergarten program must include personal
  2 27 finance skills; the grade 1=8 programs must include personal
  2 28 finance literacy; and the grade 9=12 program must provide
  2 29 one=half unit of personal finance literacy.
  2 30    The bill may include a state mandate as defined in Code
  2 31 section 25B.3.  The bill requires that the state cost of any
  2 32 state mandate included in the bill be paid by a school
  2 33 district from state school foundation aid received by the
  2 34 school district under Code section 257.16.  The specification
  2 35 is deemed to constitute state compliance with any state
  3  1 mandate funding=related requirements of Code section 25B.2.
  3  2 The inclusion of this specification is intended to reinstate
  3  3 the requirement of political subdivisions to comply with any
  3  4 state mandates included in the bill.
