  1  2      BY  BEALL, WARNSTADT, CONNOLLY, RAGAN, HATCH,
  1  3     DANIELSON, DOTZLER, DVORSKY, HORN, WOOD, SENG,
  1  4     KREIMAN, DEARDEN, RIELLY, HANCOCK, SCHOENJAHN,
  1  5      FRAISE, COURTNEY, QUIRMBACH, KIBBIE, BOLKCOM,
  1  6       STEWART, JOHNSON, MULDER, BEHN, ZAUN, WARD,
  1  7                       and PUTNEY
  1  8 A Resolution requesting that the United States Postal
  1  9    Service issue a commemorative stamp honoring Iowa
  1 10    composer Karl L. King.
  1 11    WHEREAS, famed composer Karl Lawrence King started
  1 12 playing in circus bands as a boy and was later the
  1 13 director of the Barnum and Bailey Circus band; and
  1 14    WHEREAS, Mr. King moved to Fort Dodge, Iowa, in
  1 15 1920 and put down deep Iowa roots; and
  1 16    WHEREAS, in Fort Dodge Mr. King directed the
  1 17 municipal band for over 50 years and started his own
  1 18 music publishing company, while his wife, Ruth, ran an
  1 19 adjoining company that sold musical instruments; and
  1 20    WHEREAS, every year from 1921 to 1959, Mr. King led
  1 21 the band at the Iowa State Fair; and
  1 22    WHEREAS, in his long career Mr. King reached fame
  1 23 as a composer of band music and in many ways was the
  1 24 successor to John Philip Sousa, and actually wrote
  1 25 more marches; and
  1 26    WHEREAS, Mr. King wrote hundreds of marches,
  1 27 waltzes, overtures, and serenades which are still
  1 28 played around the world; and
  1 29    WHEREAS, Mr. King was a tireless supporter of music
  1 30 education, playing a key role in the enactment of the
  2  1 Iowa Band Law which enabled local communities to levy
  2  2 a small tax to support a local municipal band, and Mr.
  2  3 King wrote The Iowa Band Law March to commemorate that
  2  4 event; and
  2  5    WHEREAS, the Iowa Band Law led directly to the
  2  6 birth of the school band movement; and
  2  7    WHEREAS, before his death in 1971, Mr. King had
  2  8 received medals and honors from all over the country,
  2  9 including the Iowa Award, making him only the sixth
  2 10 person so honored and the only musician; NOW
  2 11 THEREFORE,
  2 12    BE IT RESOLVED BY THE SENATE, That in recognition
  2 13 of his lifetime of achievements the Senate requests
  2 14 that the United States Postal Service issue a
  2 15 commemorative stamp honoring Iowa composer Karl
  2 16 Lawrence King.
