  1  4        JOHNSON, SENG, BOLKCOM, MILLER, DEARDEN,
  1  5    KETTERING, RAGAN, WARD, WIECK, McKIBBEN, MULDER,
  1  6    SHULL, BEHN, GASKILL, QUIRMBACH, SEYMOUR, FRAISE,
  1  7        BLACK, COURTNEY, HATCH, GRONSTAL, BEALL,
  1  8                    HORN, and KIBBIE
  1  9 A Resolution naming National Association for Stock Car
  1 10    Auto Racing great Rusty Wallace an honorary Iowan.
  1 11    WHEREAS, Rusty Wallace was born in Fenton,
  1 12 Missouri, in 1956, and now lives with his family in
  1 13 the Charlotte, North Carolina area; and
  1 14    WHEREAS, as a young man Mr. Wallace debuted as a
  1 15 driver in 1973 at Lakehill Speedway in Missouri, and
  1 16 between 1974 and 1978 won an incredible 200 feature
  1 17 races; and
  1 18    WHEREAS, by 1979, Mr. Wallace was the United States
  1 19 Auto Club stock car circuit's rookie of the year, and
  1 20 by 1983 he was the American Speed Association series
  1 21 champion; and
  1 22    WHEREAS, Mr. Wallace joined the Winston Cup circuit
  1 23 in 1984, winning Rookie of the Year honors, and by
  1 24 1989 Mr. Wallace had won the National Association for
  1 25 Stock Car Auto Racing (NASCAR) Winston Cup
  1 26 Championship; and
  1 27    WHEREAS, after a racing career spanning over 30
  1 28 years with 55 career cup wins, Mr. Wallace has now
  1 29 retired from cup racing, while his son, Steven, now
  1 30 carries on the family tradition; and
  2  1    WHEREAS, in 2004, Mr. Wallace began a new career as
  2  2 the consultant and designer to the new Iowa Speedway
  2  3 in Newton, where he will combine ideas from the best
  2  4 race tracks in the world to establish a world=class
  2  5 facility in Iowa; and
  2  6    WHEREAS, Mr. Wallace has now embarked on an Iowa
  2  7 tour to promote the "Rusty Wallace Signature Series
  2  8 Track", visiting cities throughout this state,
  2  9 including Newton, Fort Dodge, the Quad Cities, Cedar
  2 10 Rapids, and Des Moines; NOW THEREFORE,
  2 11    BE IT RESOLVED BY THE SENATE, That the Senate
  2 12 honors Rusty Wallace for providing over 30 years of
  2 13 racing excitement and excellence; and
  2 14    BE IT FURTHER RESOLVED, That in recognition of his
  2 15 tireless efforts to construct a world=class speedway
  2 16 in Iowa and his continuing efforts to ensure the
  2 17 success of that speedway, the Senate declares Rusty
  2 18 Wallace to be an honorary Iowan, and thanks him for
  2 19 his service to Iowa and Iowa's future.
